Job summary

County of Berks, PA is seeking a Training and Education Manager to oversee the Berks County Department of Emergency Services training, staff, and facilities. You will ensure high‑quality public safety communications training and continuing education in compliance with state and federal statutes.

The TEM coordinates certification, QA programs, and professional development across communications, emergency management, and administration, partnering with SOPO for Special Operations Group training

Qualifications

Bachelor's Degree plus five years of experience in emergency services, 911 telecommunications, or related field with emphasis in adult education or emergency management.
Experience as a Telecommunicator, manager, and educator is highly desired.
Required certifications: PEMA, APCO/EMD, PA EMS, NFPA 472/1072 awareness and instructor certifications.

Responsibilities

Develop, administer, and coordinate a comprehensive training program for all staff.
Supervise workload of training staff and coordinate with QA and third parties.
Provide classroom, group, and one-on-one training for Telecommunicator functions.
Attend meetings and public outreach outside normal hours as required.
Assist in department budget planning related to training responsibilities.
Manage telecommunicator mentor program and ensure effective training of new hires.
Develop or update training programs to address current needs and trends.
