Job summary

County of Berks is seeking a Training and Education Manager to lead the development, administration, and coordination of a comprehensive training program for the Department of Emergency Services. The TEM will supervise staff, deliver telecommunicator training, and coordinate with a range of internal and external partners to ensure standards and certifications are maintained.

Qualifications

• Bachelor’s Degree with five years in emergency services or related field, with emphasis in adult education or emergency management.
• PEMA certification within one year and Professional Certification within three years.
• Experience as a Telecommunicator/Watch Officer in Berks County preferred.
• Multiple public safety certifications (APCO, EMD, PEMA) and EMT/Paramedic level as applicable.
• Ability to obtain and maintain state/federal clearances and pass background checks.

Responsibilities

• Develop, administer, and coordinate a comprehensive training program for all staff and third parties.
• Supervise training workload and manage staff assignments within the department.
• Provide classroom, group, and one-on-one telecommunication training.
• Attend trainings and public outreach outside regular hours as needed.
• Assist in budget planning for departments areas of responsibility.
• Manage mentor program and ensure effective training of new hires.
• Develop or update instruction materials to address current needs and trends.
• Evaluate QA and training programs to meet state requirements and county goals.
• Proficiently perform duties across radio, telephone, and other center functions, including remote sites and back-ups.
• Coordinate with SWO on continuing education plans and exercises for continuity of operations.
• Maintain minimum certifications for positions and liaison with Medical Director as needed.
• Support Special Operations Group training and emergency management coordination.
