Job summary

University of North Carolina Pembroke seeks a Public Safety Telecommunicator to serve as the link between the public, campus community and police. You will relay information to officers, answer calls via radio, phone and alarm panels, and maintain safety logs.

Primary Purpose of Organization Unit: To ensure preservation of peace and public safety through various methods of providing and teaching work-shops to the campus community along with the enforcement of local policy, state and federal laws and by providing support and assistance to the Campus community during emergency or crisis situations.

Primary Purpose of Position: The responsibilities of the Telecommunicator include but are not limited to, acting as the link between the public, Campus community and the Police; accurately relaying information to officers; answering calls for service via radio, telephone, emergency lines, alarm panels, and through person-to-person contact; providing general campus directions and information to visitors. Telecommunicators are responsible for documentation of all activity related to UNC-Pembroke Police Department regardless of its nature. Work involves receiving emergency and non-emergency calls, monitoring alarms, obtaining and relaying information, prioritizing calls/alarms and coordinating response procedures, dispatching appropriate public safety personnel, operating the emergency notification system, and maintaining public safety communications logs and databases. Positions are responsible for operating a host of complex telecommunications and computer equipment, including multi-line phone systems, multi-channel police consoles, two-way radios, scanners, and Division of Criminal Information terminals. Work requires knowledge of applicable Federal Communications Commission rules and regulations, an understanding of public safety operations, and skill in the operation of telecommunications technology. These positions require the ability to multitask and to remain calm and composed in high-stress situations. Telecommunicators must maintain confidentiality and discretion in the course of conducting business; work individually and/or with others; and adapt to change and circumstances. Positions may require rotating, shift, weekend, holiday and/or overtime work. Positions are subject to call back in emergency situations. This position is a mandatory personnel position, which will be required to report for duty during adverse weather or emergency events, even if the university is closed.

Job Description

Call Intake & Assessment

Answer emergency and non-emergency phone calls promptly and professionally.
Receive and respond to emergency and non-emergency requests for assistance through non-telephonic communication means, such as callboxes, panic buttons, Brave Alert messages, etc.
Assess caller needs, obtain essential information, and determine the appropriate level of response.
Provide pre-arrival instructions and crisis communication as needed.

Dispatch & Coordination

Dispatch campus police officers, security personnel, and other emergency services using radio, CAD, and related systems.
Operate computer systems and software related to DCIN, CJ LEADS, etc.
Activate the Emergency Notification System.
Monitor radio channels and maintain clear, concise communication with field units.
Coordinate with local police, fire, and EMS agencies during joint responses.
Contact after hours on-call personnel from other university units, as needed

Campus Safety Monitoring

Operate and monitor building alarms, access control systems, blue light phones, and CCTV camera networks.
Document incidents, alarms, and activities in real time.

Recordkeeping & Reporting

Enter and maintain accurate data in the Computer-Aided Dispatch (CAD) and Records Management Systems.
Prepare logs and reports for supervisors, administrators, and legal compliance purposes (e.g., Clery Act).

Customer Service & Support

Provide general information and assistance to callers regarding campus services and policies.
Interact with diverse campus populations with professionalism, empathy, and discretion

Certification Requirements

Obtain and maintain certification as a Division of Criminal Information Network (DCIN) terminal operator at agency specified modules.
Obtain and maintain certification with other criminal justice networks, such as CJ LEADS
Successfully complete a Basic Telecommunicator training course, as specified by the agency

Positions may require rotating, shift, weekend, holiday and/or overtime work. Positions are subject to call back in emergency situations. Management Preference

Experience as a public safety telecommunicator. Current DCIN terminal operator certification. Basic Telecommunication Certification.

Lic or Certification required by statute or regulation

Certification as a Division of Criminal Information Computer Operator preferred or ability to become certified upon first available offer for the class. Basic Telecommunication Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission preferred.
