Job summary

City of Davenport, IA is seeking a Communications Manager for the Davenport Police Department. You will lead public relations, media relations, and digital content efforts, coordinating with the city’s central communications team to ensure consistent messaging.

You will develop recruitment campaigns, manage crisis communications, and produce press materials while upholding transparency and safety standards.

Qualifications

• Bachelor’s degree in Communications, Public Relations, Marketing, Journalism, Graphic Design or related field; 3+ years in communications, marketing or related field.
• Willingness to connect an existing personal Facebook account to City of Davenport Pages per policy.
• Must possess a valid driver’s license and pass background checks and polygraph as required.

Responsibilities

• Develops strategies to build public understanding, trust and awareness of Department priorities.
• Acts as liaison with centralized communications team to align messaging with city goals.
• Builds relations with local/regional media and promotes Department stories.
• Proactively pitches stories, provides media with experts, interviews, photos and video.
• Creates annual communications calendar covering topics, events and initiatives.
• Produces and edits press releases, advisories, fact sheets and talking points.
• Coordinates press conferences, media availabilities and interviews.
• Monitors media coverage and community conversations for opportunities and issues.
• Plans and executes recruitment communications campaigns for sworn and civilian positions.
• Plans paid social campaigns with targeting, budgets and optimization.
• Serves as digital responder during critical incidents with real-time updates.
• Ensures compliance with public records laws and privacy requirements.
