Responsibilities

  • Support DoS Performance Evaluation boards during four to nine-week periods each year.
  • Review performance records and advise on promotions and personnel actions.
  • Attend in-person trainings at the DoS and work virtually during other periods.
  • Remain online 9:00 AM–5:00 PM and may work extended hours, weekends, or holidays.
  • Assist with additional board assignments as requested by the Arcticom Program Manager.

Job description

Public Member Consultant – Washington, DC

Basing in Washington, DC, Arcticom (BSNC family) seeks a Public Member Consultant to support the U.S. Department of State, Office of Performance Evaluation in the annual review of Foreign Service personnel.

This consultant will serve 40 hours per week (minimum) from 20 May to the end of August each year, with additional part‑time consulting from September 2025 to 19 April. The first two weeks require in‑person work in Washington, DC; thereafter, duties will be performed virtually. Travel costs are reimbursed according to standard government rates.

Essential Duties & Responsibilities
  • Support the Department of State Office of Performance Evaluation boards during four to nine‑week periods, typically from approximately May 17 to August 15 each year.
  • Participate in board deliberations to review performance records of Foreign Service personnel, recommend employees for promotion, and suggest other personnel actions as warranted.
  • Attend first‑two‑week in‑person training sessions at the U.S. Department of State, SA‑221800 G St NW, Washington, DC 20520.
  • Remain available online during core business hours 9:00 AM–5:00 PM and may need to work extended hours, weekends, or holidays to meet board schedules.
  • Assist with additional board assignments (e.g., Department Senior Review Board, Interagency Review Board, Performance Pay Board, etc.) as requested by the Arcticom Program Manager.
Required (Minimum Necessary) Qualifications
  • Bachelor’s degree.
  • Overseas experience through work, education, or personal travel.
  • Full‑time availability during entire board‑in‑session periods.
  • Not currently employed in federal service, nor a registered agent of a foreign principal, lobbyist for a foreign entity, or receive income from a foreign government.
  • Not a retiree of the State, USAID, Foreign Commercial Service, Foreign Agriculture Service, or USGMA.
  • No personal or familial relationship with the Global Talent Management Office of Performance Evaluation or associated offices.
  • No direct receipt of grants or other funding from the Department of State that could constitute a conflict of interest.
  • U.S. citizen, with overseas travel experience, able to pass a background check, and willing to accept up to a one‑year consulting assignment.
  • Experience as a Public Member Consultant or in one of the following fields: Information Technology, Law Enforcement, Educators (all levels), Medical Practitioners, Business, Human Resources, Building Operations, Transportation and Freight, Security Engineering, Media, or Finance.
