Job summary

The City of Houston is seeking a skilled Public Infrastructure Inspector to support the Transportation and Drainage Operations team in Houston, TX. The role focuses on inspecting the collection system and other municipal construction projects to ensure compliance with contract plans, specifications, and city codes.

Candidate will conduct on-site inspections, coordinate measurements, review drawings, and maintain thorough field notes and reports.

Qualifications

  • Requires a high school diploma or GED certificate.
  • Four (4) years of skilled experience related to construction are required.
  • A Bachelor's degree in Construction Management or a related field may substitute for up to four years of the experience requirement.
  • Requires a valid Texas Driver's License and compliance with City of Houston driving policy.

Workdays & Hours: Monday - Friday, 7 :00 a.m.- 4:00 p.m. * Subject to change

Description Of Duties/Essential Functions

Performs inspections of public infrastructures for various civil construction projects (i.e., Collection System Construction) to ensure conformance to project specifications and contract documents. Responsibilities include:

  • Conducts on-site inspections and enforcement of work being performed by contractors in compliance with the related contract plan and specifications and the City of Houston codes and ordinances.
  • Coordinates and conducts various types of measurements, inspections, and review to assure conformance with technical specifications.
  • Performs inspections, identifies problem areas and recommends solutions. Prepares and submits field notes, checklists, logs, and technical reports for various job sites.
  • Performs record keeping activities to maintain filing systems, reports and documentation.
  • Reviews drawings and specifications for a variety of municipal projects.
  • Meets with general public, contractors, technical professionals and businesses to respond to inquiries and technical problems. Handles citizens' complaints and other job-related issues.
WORKING CONDITIONS

Requires the ability to communicate effectively both orally and in writing to deal tactfully with clients, contractors, and the public. This position routinely requires lifting of moderately heavy items, such as Manhole covers or reams, a roll of construction drawings or record boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine exposures to moderate heat, cold moisture/wetness, and unpleasant air conditions.

This is a Houston Public Works Emergency Management position at the Tier III Level.

Minimum Requirements
EDUCATIONAL REQUIREMENTS

Requires a high school diploma or a GED certificate.

Experience Requirements

Four (4) years of skilled experience related to construction are required.

Substitution

A Bachelor's degree in Construction Management or a related field may substitute for up to four years of the experience requirement.

Vocational training and education may be substituted on a year-for-year basis for up to four years of the experience requirement.

License Requirements

Requires a valid Texas Driver's License and compliance with the City of Houston's policy on driving (A.P. 2-2).

PREFERENCES
  • Preference will be given to candidates that have been certified to be a Public Infrastructure Inspector (CPII) from the American Public Works Association or possess certificates demonstrating a proficiency in the following:
  • Considerable knowledge of the section or sections of the technical specifications related to traffic signals, safety, sidewalks, street rehabilitation, and knowledge of construction materials, procedures, quality control, and the ability to interpret construction plans.
  • Preference will be given to candidates with traffic signals construction background.
  • Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

However, the department may administer a skill assessment evaluation.
