Qualifications

• Experience bidding projects for agencies such as DOT, cities, counties, and water districts.
• Knowledge of public contracting requirements including bid forms and prevailing wage.
• Experience estimating earthwork, underground utilities, paving, and drainage.
• Ability to interpret civil drawings, specs, and geotechnical reports.
• Understanding CPM scheduling and schedule-driven cost impacts.

Responsibilities

• Prepare complete cost estimates for public infrastructure projects (roads, bridges, utilities).
• Identify cost drivers and develop strategies to maximize competitiveness.
• Analyze risks, constructability, and schedule impacts during estimating.
• Review documents, scope, and discussions with client to inform estimates.
• Coordinate with suppliers/subcontractors and maintain detailed scopes of work.
• Manage bidding process and produce detailed proposal specifications.
