Job summary

City of Wilmington, NC is seeking a Construction Management Division Manager to lead the City's construction management team, guiding project managers and inspectors while delivering safe, efficient projects to the highest standards.

This role chairs meetings, oversees budgets and contracts, collaborates with engineers, departments, contractors and the public, and ensures compliance with regulations while shaping infrastructure that residents rely on daily.

Qualifications

• Bachelor's degree in civil engineering or closely related program from an accredited university.
• Five (5) years of increasingly responsible direct work experience in construction management, including all aspects of process development and execution.
• Valid Class C Driver's License

Responsibilities

• Supervises staff by implementing departmental procedures and guidelines for daily tasks and activities; assigns project management and inspection duties; evaluates performance; coaches for improvement; manages budgets.
• Oversees permitting of City construction projects and ensures compliance with engineering requirements and city standards; administers construction contracts.
• Directs work of surveyors, consultants, CAD specialists, GIS specialists, and interns to produce construction drawings for capital projects; guides consulting engineers on complex issues.
• Manages project finances, budgets, grant applications, and cost estimates; monitors budgets; negotiates amendments; initiates change orders.
• Develops value engineering alternatives and weighs competing criteria for decision-making across public relations, feasibility, materials, and life-cycle costs.
• Chairs public information, pre-bid, pre-construction, and progress meetings; represents City in meetings with regulatory agencies; prepares public notices; provides internal support on materials and design modifications.
