Job summary

Food Safety and Inspection Service is seeking professionals to advance technical and regulatory training for adult learners across multiple programs. You will lead design, testing, and delivery of training materials, assess learner outcomes, and support learning through virtual tools and presentations.

Positions require experience translating complex policies into instructional content, delivering training to diverse audiences, and coordinating stakeholder teams to improve program effectiveness.

Qualifications

• GS-09 level requires one year of specialized experience equivalent to GS-7.
• GS-11 level requires one year of specialized experience equivalent to GS-9.
• GS-12 level requires one year of specialized experience equivalent to GS-11.

Responsibilities

• Lead design, implementation, or evaluation of complex training initiatives across programs and locations.
• Provide authoritative technical advice to management on training strategies and public health topics.
• Manage training projects with multiple stakeholders, schedules, and deliverables.
• Develop high-level recommendations and strategic guidance from needs assessments and data.
• Mentor trainers and instructional staff to ensure program quality.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

FOR THE GS-09 LEVEL:

Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-7 grade level in the Federal service.

• Assisting with the development, revision, or testing of technical training materials or instructional programs;
• Delivering training, presentations, or facilitating learning to employees or other adult learners;
• Assessing learner progress and providing feedback or reporting results to senior staff;
• Using electronic communication, virtual-learning, or presentation technologies to support training delivery.

FOR THE GS-11 LEVEL:

Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-9 grade level in the Federal service.

• Independently developing, updating, and delivering technical or regulatory training for adult learners;
• Evaluating training effectiveness and recommending improvements based on learner performance, feedback, or other training data;
• Conducting training-needs assessments or identifying workforce performance deficiencies;
• Interpreting technical policies, regulations, procedures, or scientific information and translating them into accurate instructional materials.

FOR THE GS-12 LEVEL:

Applicants must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service.

• Leading the design, implementation, or evaluation of complex training initiatives involving multiple programs, locations, or stakeholder groups;
• Providing authoritative technical advice to management or stakeholders regarding training strategies, public health, food safety, inspection, or regulatory programs;
• Managing complex training projects, including coordinating stakeholders, resources, schedules, deliverables, and program improvements;
• Developing high-level recommendations, reports, or strategic guidance based on needs assessments, workforce analyses, or training-performance data;
• Mentoring or providing technical directions to trainers, instructional staff, or other program personnel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
