Job description

The San Bernardino County Department of Public Health (DPH) is seeking a highly skilled and motivated Public Health Software Developer* to design, develop, integrate, automate, and support business applications that improve Public Health operations and service delivery.

This position will focus primarily on the Microsoft Power Platform, including Power Apps, Power Automate, Dataverse, Power BI, SharePoint, Microsoft 365, and related technologies. The Programmer Analyst II will assume primary responsibility for small-to-medium and moderately complex application-development projects through all phases of the Software Development Life Cycle.

Key Responsibilities

• Design, develop, test, deploy, maintain, and enhance applications using Power Apps, Power Automate, Dataverse, Power BI, SharePoint, and related technologies.
• Gather and analyze business, technical, operational, and regulatory requirements and translate them into technical specifications and solution designs.
• Apply Power Platform governance and Application Lifecycle Management practices involving environments, solutions, security, Data Loss Prevention policies, connection references, environment variables, deployment pipelines, and documentation.
• Design and develop relational database solutions, advanced queries, data-processing logic, and application interfaces supporting business applications.
• Develop and maintain business rules, validation logic, calculations, and algorithmic processes used to automate complex operational requirements.
• Develop automated workflows, scheduled processes, approvals, notifications, and other solutions that reduce manual processing and improve operational efficiency.
• Analyze existing manual or system-driven processes and identify opportunities for consolidation, automation, standardization, and technical improvement.
• Plan and conduct regression, functional, integration, and user acceptance testing for application enhancements, system upgrades, and production releases.
• Create project plans, establish priorities, coordinate development and testing activities, and communicate project status to stakeholders.
• Collaborate with Public Health programs, analysts, subject‑matter experts, management, external technical resources, and County technology teams.
• Ensure solutions comply with applicable County security, privacy, accessibility, HIPAA, regulatory, and information‑technology governance requirements.
• Provide technical guidance and knowledge sharing to developers, analysts, and project team members as assigned.

CONDITIONS OF EMPLOYMENT

CANDIDATES MUST MEET BOTH THE EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION

Thirty (30) semester (45 quarter) units of completed college level courses in programming, computer science, or software engineering or related field. A list of coursework must be submitted with the application.

EXPERIENCE

Three (3) years of work experience in a production environment, within the past five (5) years, performing systems analysis and programming for the purpose of developing, enhancing, integrating, or automating business applications. Qualifying experience must include at least one (1) year as a project leader for small-to-medium scale projects.

Substitutions:

• Experience Substitution: A completed Bachelor's degree from an accredited college/university in programming, computer science, or software engineering may substitute for one (1) year of the work (non-lead) experience.
• Education Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.

The ideal candidate will possess:

• Strong experience with Microsoft Power Platform, including Power Apps, Power Automate, Dataverse, Power BI, and SharePoint.
• Experience with Power Platform architecture, governance, Application Lifecycle Management, environment management, security, and solution deployment.
• Experience developing and maintaining enterprise business applications in a production environment.
• Strong relational database development experience, including advanced SQL queries, data relationships, stored logic, data validation, and application interfaces.
• Experience developing complex business rules, calculations, decision logic, and
• Ability to independently manage multiple projects and changing business requirements.
• Experience coordinating with developers, analysts, subject‑matter experts, business users, management, and external technical resources.
• Experience working in a Public Health, healthcare, government, educational, financial, or other regulated environment.
