Job summary

State of Missouri is seeking a Public Health Program Manager located in Jefferson City to oversee HIV Care and Viral Hepatitis Prevention programs. You will monitor and evaluate program components, implement continuous quality improvement, and address challenges to maximize effectiveness.

Responsibilities

  • Plan and evaluate the bureaus HIV Care and Viral Hepatitis Prevention programs to meet service needs, policies and objectives; develop tools and activities and propose policy options to leadership.
  • Provide oversight, leadership and technical support to promote public health investments through partnerships with the statewide healthcare system.
  • Direct supervision of 4 staff and guidance on personnel issues to the Bureau Chief as needed.
  • Oversee continuous quality improvement for the HIV Care and Hepatitis programs, including setting goals and presenting status updates to management.

You will provide primary oversight of two program lines- HIV Care and Viral Hepatitis Prevention. Oversight includes monitoring and evaluating various components of each program, implementing continuous quality improvement plans and activities for each program, preventing or addressing programmatic challenges and maximizing the effectiveness of both programs.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

  • Planning and evaluating the bureaus programs to ensure that service needs, policies and objectives are met and to ensure the emerging issues are addressed appropriately. This position evaluates and recommends policies and procedures related to HIV Care and Hepatitis services offered by the Bureau. This position provides oversight and guidance for the development of new services, processes, program monitoring tools and program activities, including recommendation of policy proposals to leadership.
  • Business Development activities with the goal of providing oversight, leadership and technical support to promote the Bureau efforts to increase the volue of public health investments in HIV, STI and Hepatitis services throught prarnerships with the statewide healthcare system. This position is responsible for developing a long-term vision for implementing and evaluating business development strategies that significantly expand the scope and reach of Bureau prevention and care services within existing healthcare programs.
  • Direct supervision of 4 staff. This position provides guidance to direct reports and subordinate staff. This position provides feedback and recommenations regarding personnel issues to the Bureau Chief as needed.
  • Oversight of continuous quality improvement for the Bureaus HIV Care and Hepatitis programs., including
    the development and monitoring of quality improvement goals and activities. This position will prepare and present status updates to Bureau management or assigned programs continuous quality improvement activities.
Minimum Qualifications:
  • Master's Degree is preferred with 4 or more years of experience in public health program delivery.
