Job summary

MDH Harford County Health Department seeks a Community Health Director of Nursing to lead the Clinical Services Bureau and assure high‑quality public health and clinical services for the community.

The role requires a Master’s in Nursing or related field with RN licensure in Maryland, plus substantial administrative and supervisory experience in community health nursing. The director will guide budgeting, policy development and staff development.

Qualifications

• Master's degree in Nursing or related field and four years of experience as a community health nurse in an administrative, supervisory, consultative or teaching capacity.
• OR two years experience as a community health nurse and three years of experience in an administrative, supervisory, consultative or teaching capacity as an RN.
• A Bachelor's degree in Nursing or related field and five years of administrative/ supervisory experience may substitute for the required education and experience.
• Must possess current RN license from the Maryland State Board of Nursing; include license number and expiration date on the application.

Responsibilities

• Provide leadership, direction, and oversight for the Clinical Services Bureau to ensure high‑quality public health and clinical services.
• Plan, implement, evaluate, and continuously improve bureau programs, policies, and procedures.
• Supervise program leadership staff and support budget development and workforce development.
• Collaborate with internal and external partners to improve population health outcomes; provide direct clinical services as needed.
• Serve in leadership during emergency preparedness activities and public health responses.
