Job summary

City of Saint Paul is seeking a Business Solutions Supervisor in the Planning and Economic Development Department. This public-facing role leads a team of navigators serving the local business community and policymakers, delivering operational leadership on complex economic development initiatives.

The position emphasizes community presence, relationship-building, and collaboration with city departments to support departmental priorities and program outcomes.

Qualifications

• Ten years of progressively responsible experience in urban planning, housing development, economic development, public administration, or financial management.
• Experience in business administration is also noted as a substitute option for years of experience.

Responsibilities

• Build strong relationships with the business community and associations; represent the City in public settings.
• Supervise an assigned team; plan and assign work; manage performance and hiring; address disciplinary matters.
• Lead complex business services and economic development initiatives involving outreach, zoning, planning, licensing, funding programs, and real estate transactions.
• Serve as an expert navigator for businesses, connecting them with City departments, programs, resources, and external partners.
• Develop and monitor program budgets, reporting, compliance requirements, performance measures, and outcomes.
• Translate departmental priorities into actionable work plans and provide reports, presentations, proposals, and policy recommendations to leadership and elected officials.

Associate degree related field (substitution for 2 years of experience)

Bachelor’s degree related field (substitution for 4 years of experience)

Master’s degree related field (substitution for 6 years of experience)
