Job summary

Scott County is seeking an Eligibility Worker to determine financial eligibility for Public Assistance programs, including cash, food, health care, and emergency aid. The role requires reviewing client documentation, exercising judgment, and guiding clients through complex program policies.

The position supports the county’s mission by providing accurate case management, collaborating with internal/external partners, and ensuring timely processing.

Qualifications

• High school diploma or GED with 4 years related work experience in health/human services or public assistance eligibility.
• High school diploma or GED + 1 year post-secondary + 2 years related experience.
• Associate's Degree + 1 year related experience.
• Bachelor's Degree in related field, with preference for public assistance experience and bilingual abilities.

Responsibilities

• Determine eligibility through processing applications, renewals, and changes for all programs.
• Explain and guide clients through policy; act as resource and advocate.
• Review and interpret tax, financial, and legal documents for eligibility requirements.
• Coordinate with providers to ensure access to services and maintain client records.
• Enroll participants in managed health care plans and assess insurance cost-effectiveness.
• Maintain knowledge of program policies and data privacy obligations.
• Represent the county in appeal hearings when required.
• Work with multiple case systems and perform manual determinations as needed.
