Job summary

The Department of Law, Regulatory Affairs & Public Advocacy (RAPA) in Anchorage seeks a Public Advocate Utility Analyst to represent public interest in complex utility, pipeline, and ERO cases before the Regulatory Commission of Alaska. They will prepare advanced testimony grounded in financial, engineering, and economic analysis.

Candidates should have a Master’s degree in economics, accounting, finance, engineering, or business administration, or CPA/PE licensure, with strong preference for

Qualifications

• Master’s degree in economics, accounting, finance, engineering, or MBA.
• Current licensure as a CPA or Professional Engineer (PE) is required.
• Competencies in auditing, decision making, economics & accounting, general engineering, oral communication, and writing.

Responsibilities

• Serve as an expert witness in utility, pipeline, and ERO cases before RCA and related proceedings.
• Prepare, present, and defend advanced testimony grounded in financial, engineering, and economic analysis.
• Investigate rate proposals, reliability standards, and financial records to support policy recommendations.
• Develop technical exhibits and cost-of-service studies to support expert testimony.
• Collaborate with attorneys on litigation strategy, discovery, and settlement negotiations.
• Engage with utility and ERO representatives to gather information and support reliability standards development.
