Job summary

Orangeburg County seeks a Scale Operator for the landfill to weigh vehicles entering and leaving the site and to ensure accurate billing and reporting.

You must have a High School diploma or GED, some landfill experience, and clerical skills. The role involves customer service, weigh-ticket issuance, and record maintenance. Weekend availability may be required, and a valid state driver’s license is needed.

Responsibilities

• Operate the automatic scale system to weigh solid waste.
• Provide professional customer service to staff and the public via phone, email, or in person.
• Prepare reports: billing, funds, volume, recycling, equipment data, personnel, and production.
• Issue weigh tickets and collect fees when applicable.
• Direct vehicles to the dumping area and renew vehicle permits.
• Maintain records detailing materials measured and disposed.

Job description

General Description:

The purpose of this job is to ensure vehicles with solid waste are weighed upon entry and exit at landfill. Also generate various reports, collections, and billing information.

This class works under close to general supervision according to set procedures, but determines how or when to complete tasks.

Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

• Operate automatic scale system to measure the weight of solid waste and other materials that will be disposed.
• Provide professional and courteous customer service to in-staff and the general public either by telephone, electronically, or face-to-face. Answers questions from residents, businesses and site operators.
• Maintain a high level of interpersonal skills to handle sensitive, confidential information, situations, documentations and maintain a high level of confidentiality to the County information.
• Direct incoming vehicles to dumping area.
• Prepare various reports including account billing, funds collections, volume, recycling, equipment data, personnel, and production.
• Issue weigh tickets to drivers and collect appropriate fee when applicable.
• Prepare and maintain records that provide details of the measure and type of material to be disposed.
• Issue and renew vehicle permits.
• Contact various businesses to schedule pick-up of recyclables; coordinates delivery and pick-up of containers for special projects, community clean-ups, etc.
• Requisition and receive invoices for needed supplies and materials for scale house, landfill, and convenience sites; forwards to finance office for payment.
• Inspect inbound material to ensure they meet Class II Landfill specifications.
• Be available to work weekends.
• Performs other duties and related work as instructed and assigned.

Minimum Education and Experience Requirements:

• Requires High School graduation or GED equivalent supplemented by specialized courses/training equivalent to completion of one year of college.
• Requires some experience in landfill operations and control.
• Clerical skills.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

• Involves routine and frequent exposure to:
• Bright/dim light; Dusts and pollen.
• Extreme heat and/or cold; Wet or humid conditions.
• Extreme noise levels, Animals/wildlife.
• Vibration; Fumes and/or noxious odors.
• Traffic; Moving machinery.

Special Certifications and Licenses:

• Must possess and maintain valid state Driver’s License.
