Job summary

Columbia River Nitrogen LLC seeks a PSM Engineer to manage the PSM program across the site. You will mentor engineers, resolve and delegate PSM requirements, and drive corrective actions to ensure Zero Harm and regulatory compliance.

The role requires a strong background in Process Safety Management, PHAs, LO-LOPA studies, and experience interacting with EPA/OSHA. This is a site-based position in Oregon with leadership responsibilities across multiple plants.

Qualifications

  • BS degree in engineering (Chemical, Mechanical, or Electrical).
  • Minimum 10 years in chemical plant operations; at least 5 years in managing PSM.
  • Competency in leading PHAs and third-party training programs.

Responsibilities

  • Lead and mentor engineers to apply Process Safety Management across the site.
  • Oversight of MOC, PHA, LOPA, CCMP/CCV processes and risk controls.
  • Coordinate risk management entries, incident investigations, and CCMP updates.
  • Perform site PSM self-audits and lead corporate process safety networks.
  • Serve as Site contact for regulatory agencies (EPA, OSHA, DOT) on PSM/RMP activities.
  • Drive corrective actions to closure and track PSM program improvements.

Technical Competencies
Education

BS Degree in engineering (Chem., Mech., or Elect.)

Experience

Minimum 10 years in chemical plant operations; minimum 5 years of managing Process Safety Management

Knowledge, Skills, And Abilities

Technical: Intermediate computer skills including MS Office. AutoCAD experience a plus. Competency in leading PHAs – Third part training program

Core Accountabilities

Demonstrate and/or lead the commitment to the pursuit of achieving Zero Harm through behavioral based safety. (Ensure SAO, JSA, Take 5’s, stretching, and all safety rules are being completed.)
Ensure compliance with applicable Company HSE Performance Standards, as well as applicable acts and regulations.
Supports improvement initiatives and ensures participation from all areas of responsibility
Guides the Site Staff to ensure facility compliance with OSHA Process Safety Management (PSM) and EPA Risk Management Plan (RMP) rules.
Oversees the Site’s Process Safety Management system, providing PSM‑guidance to individual PSM‑element leaders at the Site. Ensures effective coordination between the various elements (such as review of pertinent MOC’s and Incident investigation during PHA analyses)
Coordinates the Site’s Risk Management process, including: coordinate entry and update of the Risk events in the Register; facilitate Risk Bowtie analyses for Material (Consequence 5-6) Risks; guide the Site to effective use of Baseline vs Situational Risk designation; facilitate the Critical Control Management Plans (CCMP’s) and Critical Control Verifications (CCV’s)
Facilitates Process Hazard Analysis and Layers of Protection Analysis studies
Owns and audits various existing process safety programs such as Management of Change (MOC) program at the Site
Mentors less senior engineers to understand and effectively apply Process Safety Management systems. This may include: consult, review and approval of MOC’s; coaching for PHA and LOPA studies
Drives process safety corrective actions to closure;
Sets and tracks goals and measures for PSM program improvement;
Develops and Coordinates process safety training at the site;
Performs site PSM self-audits;
Lead process safety audits at other plants;
Lead corporate-wide process safety networks including Risk Management to develop and update process safety related initiatives.
Responsible Engineer for the management of Functional Safety per the IPL standard.
Serves as the Site contact point for Regulatory agencies (such as EPA, OSHA, DOT) on activities tied with Process Safety Management and Risk Management

Decision Making Authority

Management of Plant PSM Department and makes decisions regarding team direction and obtaining outside resources
