Job summary

Texans Together is seeking a Manager, Purchased Client Services in Houston to lead the administration of its PCS network. You will oversee the full lifecycle of contractors, including onboarding, credentialing, contracting, monitoring, renewals, and closeout, ensuring compliance and audit readiness.

You will supervise PCS procurement staff, develop workflows and dashboards, and collaborate with Finance and program teams on invoicing and provider relationships in a complex regulatory environment.

Qualifications

• Bachelor’s degree in business, public, nonprofit, social work, healthcare administration, contract management, procurement, or related field; Master’s preferred.
• 5+ years in contract/procurement administration or related field; or 3+ years with a master’s degree.
• Experience managing complex administrative processes with multiple contractors, providers, vendors, or external partners.
• Minimum 1 year of direct supervisory/management experience.

Responsibilities

• Lead the day-to-day administration of Texans Together’s Purchased Client Services network.
• Manage the full lifecycle of PCS contractors, including onboarding, credentialing, contracting, monitoring, renewals, and closeout.
• Review applications and documentation for completeness, eligibility, and compliance with procurement, contracting, credentialing, and organizational requirements.
• Coordinate follow-up with applicants on missing or inconsistent documents.
• Serve as the primary contact for PCS providers regarding processes, invoicing, and ongoing participation.
• Conduct onboarding and meetings to review requirements and responsibilities.
• Oversee contractor credentialing, including background checks, licenses, insurance, and attestations.
• Conduct annual desk reviews and other monitoring activities for compliance.
• Develop and maintain desk review tools, contractor files, checklists, and quality-control processes.
• Monitor compliance, identify deficiencies, and escalate significant issues.
• Maintain systems tracking credentialing, expirations, renewals, and status.
• Develop PCS reports, dashboards, and tools to monitor participation, utilization, and compliance.
• Analyze data and prepare routine and ad hoc leadership updates.
• Ensure reports are accurate and data definitions are consistent.
• Coordinate with Finance and program staff on invoicing and payments.
• Support PCS procurement implementation and onboarding initiatives.
• Supervise assigned staff and ensure accountability for timelines and standards.
