About WinGov

WinGov Solutions Inc. helps federal contractors identify and qualify opportunities, develop capture strategies, and build stronger proposals. Our services combine business development, proposal support, and practical market intelligence. As a small business, we value clear communication, sound judgment, and useful work that helps a client make progress.

About this role

WinGov is seeking a Proposal Technical Writer who can move from a solicitation requirement and an expert conversation to a well-structured, persuasive response. You will support federal contractor pursuits by developing technical, management, and experience-related content that reflects the client's actual capabilities. We are looking for a writer who asks good questions, recognizes missing evidence, and understands that a strong proposal must be responsive, credible, and easy to evaluate.

What you will do

  • Review solicitation instructions, evaluation criteria, statements of work, and relevant amendments to understand what the response must demonstrate.

  • Develop or contribute to compliance matrices, annotated outlines, section plans, and questions for subject matter experts.

  • Interview technical and operational contributors to clarify methods, staffing, tools, risks, implementation steps, and evidence supporting the proposed approach.

  • Draft assigned technical and management narratives, executive-level summaries, or past-performance content according to the pursuit's scope.

  • Connect proposed methods to customer objectives and requirements, using specific explanations and substantiated differentiators rather than generic claims.

  • Identify inconsistencies, unsupported assertions, and unanswered requirements early; coordinate resolution with the proposal lead and contributors.

  • Revise content after reviews, maintain version control, and use Microsoft Word styles, tables, cross-references, and tracked changes effectively.

  • Support final quality checks for completeness, terminology, readability, formatting, page limits, and consistency with the submission instructions.

Qualifications

  • Demonstrated proposal-writing or closely related technical-writing experience, supported by a relevant work example or a clear description of your contribution.

  • Ability to interpret complex requirements and organize a response around the reader's needs and evaluation criteria.

  • Strong interviewing, writing, and editing skills, including the ability to explain a technical approach without changing its meaning.

  • Proficiency with Microsoft Word and collaborative document review, including styles, tracked changes, and controlled revisions.

  • Ability to deliver agreed sections against proposal milestones and handle client information with care.

Experience that will help you stand out

  • Experience developing responses to federal RFPs, RFQs, RFIs, sources-sought notices, or task-order solicitations.

  • Familiarity with proposal instructions and evaluation sections, compliance tracking, structured reviews, and the capture-to-proposal handoff.

  • Writing experience in areas such as IT, cybersecurity, engineering, professional services, or program support; identify your strongest domains in your application.

  • APMP training or certification, experience with reusable content libraries, or skill developing meaningful proposal tables and graphics.

Examples of assignment deliverables

  • An annotated outline that maps assigned content to the relevant requirements.

  • A complete draft built from expert input and supported client capabilities.

  • A revised, review-ready section with open issues resolved or clearly documented.

What strong work looks like

A successful assignment produces content that answers the question, explains how the work will be performed, and makes supporting evidence easy to find. You should be willing to challenge vague inputs, flag a gap before a deadline, and revise constructively. Proposal awards depend on many factors; this role is evaluated on the quality and reliability of its contribution.

How we work together

Assignments are scoped around client needs, agreed outputs, and delivery milestones. You may collaborate directly with WinGov leadership and relevant client or subject matter experts. The scope, compensation, confidentiality requirements, and engagement terms are established before an assignment begins.
