LingaTech seeks a Senior Proposal Manager to lead end-to-end proposal development, ensuring compliant, compelling submissions. You will coordinate schedules, manage contributors, and guide writers, with a focus on process improvement and on-time delivery.
You will oversee drafting, reviews, and production, aligning win strategies with capture and sales teams while maintaining content repositories and tools for future proposals.
The Senior Proposal Manager leads and coordinates the end-to-end proposal development process, ensuring proposals are complete, compliant, compelling, and submitted on time. This role is responsible for developing proposal strategies, managing schedules and deadlines, coordinating contributors, overseeing writing and production activities, and communicating proposal status to stakeholders. The Senior Proposal Manager also reviews and critiques proposal content, identifies opportunities for improvement, and leads all activities required to deliver high-quality submissions.
Lead and manage cross-functional proposal teams to develop high-quality, compelling proposals while meeting strict schedules and submission requirements.
Develop proposal schedules and manage deadlines throughout the proposal lifecycle.
Coordinate proposal planning and development materials, including proposal outlines, management plans, kickoff materials, storyboards, and writing plans.
Partner with capture management to develop win strategies, themes, discriminators, source content, graphic concepts, and writer guidance.
Review proposal content for quality, consistency, effectiveness, and compliance; provide feedback and direction to proposal team members.
Draft proposal sections as needed.
Review and analyze RFPs, solicitations, and related documents; translate requirements into compliance matrices, proposal outlines, and content plans.
Develop and maintain proposal compliance matrices and conduct compliance reviews prior to submission.
Coordinate with sales, capture, program management, contracts, legal, engineering, customer service, and operations to establish proposal team assignments and responsibilities.
Work with writers, sales, and capture teams to effectively incorporate win strategies, themes, and discriminators into proposal responses.
Oversee final proposal production, including desktop publishing, editing, proofreading, printing, and binding.
Participate in proposal reviews and promote standardized proposal development processes across the organization.
Provide input into proposal development costs and resource requirements.
Maintain and update proposal procedures, templates, checklists, forms, and other proposal management resources.
Oversee the collection, organization, and dissemination of proposal artifacts, including past proposals, resumes, past performance information, graphics, and other reusable content.
Own the proposal development process and lead continuous improvement initiatives focused on process efficiency, quality, tools, and performance metrics.
Communicate proposal status, risks, issues, and deadlines to stakeholders and management.
Facilitate collaboration among geographically distributed teams and effectively manage proposal activities in a virtual environment.
Bachelor's degree (BA or BS).
8+ years of related proposal management or proposal development experience.
Experience managing proposal activities within state and/or federal government environments.
Exceptional facilitation, organizational, and project management skills.
Strong leadership and team management abilities, including experience leading cross-functional teams.
Strong understanding of proposal development processes, compliance requirements, and quality standards.
Demonstrated ability to improve processes, quality, and proposal throughput.
Expert proficiency with Microsoft Office Suite.
Working knowledge of SharePoint.
Strong analytical, written, verbal, presentation, and communication skills.
Ability to serve as an internal and external point of contact and effectively brief team members, stakeholders, and management.
Strong attention to detail and results-oriented approach.
Strong process orientation with the ability to manage multiple priorities simultaneously.
Ability to take initiative and work effectively under pressure and within strict deadlines.
U.S. citizenship.
Training or certification in proposal management, proposal writing, or related processes, such as APMP or Shipley.
Experience developing and managing proposals for government contracts with complex compliance and submission requirements.
Experience with proposal process improvement, metrics, and workflow optimization.
Experience working in highly collaborative, virtual, or geographically distributed proposal teams.
