Qualifications

Responsibilities

  • Plan, schedule, and administer proposal efforts and manage a staff of proposal professionals.
  • Develop RFI/RFP responses from BE to full FAR-15 proposals following GA-ASI guidelines.
  • Lead proposals for DCS and FMS with U.S. Government guidelines.
  • Represent GA-ASI with internal and external stakeholders.
  • Ensure accuracy of technical content and coordinate content development.
  • Provide performance evaluations for proposal staff.
  • Travel as required and work extended hours.

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

This position is responsible for planning, scheduling, and administration of proposal efforts, including editing segments of proposal projects. The Proposals Manager leads proposal efforts to ensure Request for Proposal (RFP) specifications and company standards are met, and manages a staff of proposal managers, proposal specialists, and publications coordinators.

DUTIES AND RESPONSIBILITIES
  • Work on a range of competitive and sole-source proposals from aircraft to sensors and other payloads to ground command-and-control systems for both manned and unmanned aircraft, with scope spanning leading-edge technology research areas to full-scale production programs.
  • Ability to exercise a high degree of independent judgement in resolving highly complex management and technical challenges.
  • Develop RFI (Requests for Proposal) and RFP (Request for Proposal) responses ranging from Budgetary Estimates (BE) to full FAR-15 compliant proposals using General Atomics guidelines and policies for strategic development discussions and negotiations.
  • Develop proposals for various Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) customers that conform to U.S. Government (USG) guidelines.
  • Excellent communication, leadership, presentation, and interpersonal skills to enable an effective interface with others; and knowledge of computer applications and operations pertinent to the field.
  • Develop white papers and abstracts as needed.
  • Develop schedule, past performance, management, and technical elements of proposals.
  • Document findings, communicate results to proposal or management staff, and make technical presentations as required.
  • Represent the organization as a primary contact with internal and external personnel.
  • Provide coordination for proposals to ensure accuracy of technical information, and support content development and end production.
  • Supervise proposal team staff as direct reports, providing guidance and annual performance evaluations.

Job Qualifications
  • Requires a bachelor’s degree in a Technical Field, Business Administration, or related discipline and thirteen or more years of progressive professional aerospace and defense experience in engineering, management, and new business and proposal management, with at least seven of those years in management, including directly supervising a multi-disciplined staff, preferably with multiple subordinate levels. May substitute equivalent experience in lieu of education.
  • Background in an engineering or scientific discipline (Computer Science, Aerospace, Mechanical, or Electrical) is preferred, as well as experience working in a high-technology environment.
  • Has a track record of leading teams in developing and delivering winning proposals as a prime contractor to the DoW, Fed/Civil agencies, Commercial customers, and International customers, resulting in contract wins with overall values ranging up to the billions of dollars.
  • Has led proposal teams in the development of multiple proposal volumes using industry standard proposal development techniques such as Shipley and SMA.
  • Strong communication, computer, documentation, presentation, and interpersonal skills with experience working with and presenting to all staff levels include senior executives.
  • Ability to work independently and lead a team; able to perform complex tasks in one technical proposal area and lead a multi-disciplined team of experienced support and professional employees on non-routine tasks.
  • Ability to work extended hours and travel as required.
  • Ability to lead and work with teams and correctly interpret RFP requirements and company processes and make sound decisions.
  • Ability to lead the development of quality proposal products and work effectively under pressure and tight deadlines.
  • Holds an active DoD Secret clearance (or has held one within the past two years) and has worked multiple Special Access Programs (SAPs).
  • Ability to work in the office in Poway, CA during all company-scheduled workdays as needed.
