Job summary

HDR, Inc. is seeking a Proposal Manager to oversee the pursuit process for transportation clients in NY/NJ, from capture planning to proposal development and interview preparation.

You will lead the full lifecycle of proposals and interviews, coordinate with pursuit teams and technical staff, and craft persuasive content that highlights HDR’s capabilities and win themes. Travel to engage with clients is expected.

Qualifications

• Bachelor’s degree in a related field.
• Minimum of 5 years relevant industry experience with preference for 8 years in A/E/C.
• Deep knowledge of A/E/C industry procurement of professional services.
• Ability to manage tight deadlines and work autonomously with limited oversight.
• Proven written and verbal communication skills; proficient with MS Office and InDesign.

Responsibilities

• Manage the proposal and pursuit process for transportation-related clients in NY/NJ.
• Lead full life cycle of proposal/interview process; conduct pursuit meetings, develop materials, and craft win strategies.
• Produce marketing materials, proposals, and presentations including non‑technical writing, graphics, and layouts.
• Write, edit, and proofread non‑technical content and ensure high-quality distribution of marketing communications.
• Lead interview coaching and presentation development for shortlist interviews; liaison with clients and sub-consultants.
• Articulate HDR’s capabilities and win themes with technical staff support.
• Develop content for external marketing communications such as LinkedIn posts, brochures, and conference materials.
• Facilitate debriefs to identify improvements and measure competitiveness.
• Train and mentor staff on business development and marketing best practices.

Proposal Manager

In the role of Proposal Manager, we expect you to manage the proposal and pursuit process for key transportation-related clients in NY/NJ, independently handling pursuit from capture planning to proposal development through interview preparation.

Responsibilities

• Manage the proposal and pursuit process for transportation-related clients in New York/New Jersey.
• Lead the full life cycle of the proposal/interview process: conduct and facilitate pursuit meetings, collaborate with pursuit teams and technical staff, develop persuasive proposal and interview materials, and create win strategies and key messaging.
• Conceptualize, research, and produce marketing materials, proposals, promotions, and presentations, including non‑technical writing, graphics, and layouts to enhance readability.
• Write, edit, and proofread non‑technical content, and ensure timely, high‑quality production of marketing communications (proposals, presentations, external communications).
• Lead interview coaching and presentation development for shortlist interviews; interface with internal and external stakeholders, including clients and sub‑consultants.
• Articulate HDR’s capabilities and competitive advantages and assist technical staff in solidifying HDR’s “win themes.”
• Develop content for external marketing communications such as LinkedIn posts, brochures, and conference materials.
• Facilitate debriefs to identify improvement opportunities and measure competitiveness.
• Train and mentor employees on business development and marketing best practices.
• Enforce proposal close‑out processes, maintain accurate project data, monitor solicitation status, and administer the go/no‑go decision process following HDR’s Matrix of Authority.
• Perform other duties as needed.

Qualifications

• Bachelor’s degree in a related field.
• Minimum of 5 years relevant industry experience with a preference for 8 years in the A/E/C industry.
• Deep knowledge of the A/E/C industry’s standard approach to procurement of professional services.
• Strong ability to handle tight deadlines, make independent decisions, and work autonomously with limited oversight.
• Quick self‑starter, team‑oriented, and adaptable to a variety of professional styles.
• Excellent written and verbal communication skills; proficiency in Microsoft Office and Adobe Creative Cloud (InDesign).
• Experience in sales, developing effective win strategies, and writing compelling content based on technical staff input.
• Ability and desire to travel and engage with others in‑person.
• Preference given to local candidates.
