ProVets Consulting Group, LLC is seeking an experienced Proposal Manager with a strong sense of initiative and a deep understanding of the critical role contractor support plays within the U.S. Government. The ideal candidate will possess exceptional diplomatic and collaboration skills, enabling effective engagement with company leadership and industry partners. This position is fully remote, with potential travel as required.
Requirements
- A bachelor’s degree in marketing, Communications, English, Journalism, and/or Business, with a minimum of 3-5 years of proposal management experience or equivalent professional experience.
Knowledge, Skills, Abilities & Attributes
- Prepare and submit responses to Sources Sought, RFIs, RFQs and Solicitations.
- Monitor requirements posted on GSA eBuy, Sam.gov, and other agency specific websites.
- Lead and manage the overall proposal development process.
- Coordinate with appropriate internal and external partners to ensure timely contributions to proposal preparation and team reviews prior to submission.
- Ensure compliance with the Solicitation requirements.
- Develop, maintain, and improve existing business development materials that highlight the company's expertise, experience, and innovation across all capability areas.
- Maintain a viable pipeline aligned with current and projected company NAICS, size standards, certifications, and past performance qualifications.
- Maintain a database of project descriptions, past performance, and other useful information for business development, capture, and proposal.
- Assist the Capture Manager with collecting business intelligence and evaluate customer and competitor analysis.
- Research and track government solicitations, RFPs (Requests for Proposals), RFIs (Requests for Information), and sources sought notices.
- Analyze federal procurement trends and identify emerging opportunities.
- Develop a capture strategy, including key differentiators, teaming strategies, and pricing approaches.
- Assist the Capture Manager with internal analysis of the company's strengths and weaknesses, to use this information to drive the company’s win strategy for an opportunity.
- Assist in contract administration to include GSA Schedule.
- Excellent writing, organizational, and communication skills.
- Knowledge of Federal Acquisition Regulations (FAR).
- Government proposal management for Professional Services and SCA.
- Ability to prioritize and manage several projects simultaneously.
- Experience with Adobe Creative Suite.
- Proficient in Microsoft Office Suite and other proposal development tools.
- Experience with GSA eBuy, GovWin, GovTribe.
Preferred Qualifications:
- Experience supporting cost volume development for government proposals, including pricing strategies and cost narratives.
- Ability to collaborate with pricing teams to develop competitive and compliant pricing models for various contract types (e.g., FFP, T&M, CPFF, IDIQ).
- Experience working with pricing tools and software (e.g., ProPricer, Excel-based pricing models, or other cost estimation tools).
- Understanding of direct and indirect cost structures, labor category mapping, and escalation factors in government contracting.
- Ability to interpret and incorporate work breakdown structures (WBS) and basis of estimate (BOE) into pricing strategies.
- Familiarity with small business subcontracting plans and cost considerations in teaming arrangements.
- Ability to write or contribute to cost volume narratives that justify pricing assumptions and methodologies.
- Experience working with Government-Wide Acquisition Contracts (GWACs), GSA Schedules, and Other Transaction Agreements (OTAs) from a pricing perspective.
- Strong analytical and problem-solving skills to support pricing strategies, competitive analysis, and bid/no-bid decisions.
This role operates in a dynamic federal environment, requiring exceptional attention to detail, effective time management, and the ability to juggle multiple priorities. Occasional travel may be necessary for stakeholder meetings or program oversight. Currently, this is a remote position with the potential to transition to a hybrid office/remote setup. The position description will be updated accordingly if the remote status changes.
