Job description

Northrop Grumman Space Systems (NGSP), Mission Enable Products, is seeking a Proposal Analyst 2 to join our team at our Commerce, CA facility. The role involves managing proposal efforts from receipt of the Request for Proposal (RFP) through contract award.

Responsibilities
  • Plan and manage proposal efforts.
  • Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications, company policies, and government regulations.
  • Coordinate with contributors from cross‑functional organizations to ensure quality proposals are submitted within customer deadlines.
  • Work closely with Program Management and Supply Chain Management to ensure supplier quotes comply with requirements.
  • Research and critically analyze large volumes of data using spreadsheet and data‑mining skills to isolate and prioritize key data.
  • Collaborate with the proposal team to develop creative solutions to complex contractual issues.
  • Summarize and present detailed proposal information in internal management reviews and customer fact‑finding meetings.
  • Develop negotiation strategies and participate as a member of the contract negotiating team.
Qualifications
  • BA/BS degree in Finance, Accounting, Business or a related field and two years’ experience supporting U.S. Government contracts and customers in a manufacturing environment; OR 1 year experience with an MBA; 6 years of experience may be considered in lieu of a degree.
  • Experience in proposal or project management, with experience leading and/or writing proposal volumes.
  • Strong attention to detail required due to processing large amounts of data across dozens of programs simultaneously.
  • Strong teamwork and communication skills to ensure changes to plans are fully understood.
  • Ability to organize, balance, and prioritize multiple tasks simultaneously in a highly dynamic aerospace manufacturing environment.
  • Strong computer skills, including MS Office, specifically Excel.
  • U.S. Citizenship is required.
Preferred Qualifications
  • Certified Estimating Professional (CEP).
  • Project Management Professional (PMP) certification.
  • Experience with probability modeling (e.g., @Risk or Crystal Ball).
  • ProPricer skills.

Salary range: $75,800.00 – $113,800.00. The above range is a general guideline. Northrop Grumman considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position, the candidate's experience, education, skills, and current market conditions.

The position may provide eligibility for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
