GENERAL DESCRIPTION

The Site Manager has overall responsibility for all aspects of managing the assigned portfolio. Responsibilities include ensuring standards and priorities of HACE Management Company (HMC), the Owner, and HACE are met, and complying with HUD, PHA, and PHFA regulations.

This position is based on a 37.5-hour workweek, with expectations to work beyond hours and weekends as needed. Office hours are from 8:30 am to 5:00 pm, subject to change by the Property Manager/President.

The Site Manager reports directly to the Property Manager and may also report to a designated supervisor. Regular communication with the Property Manager about issues is required, along with submitting regular reports.

A. Administrative & Supervisory Tasks

  1. Develop and manage the operating budget, ensuring compliance with directives.
  2. Approve budgeted orders, prepare purchase orders, and submit invoices following regulations.
  3. Review monthly budget reports and ledger to ensure accuracy and compliance.
  4. Maintain petty cash, utility bills, and on-site ledgers.
  5. Implement cost reduction strategies, increase occupancy proactively, and manage infractions and communication.

Rent Collection and Tenant Management

  1. Monitor tenant status reports, contact tenants about arrears, and prepare notices for nonpayment.
  2. Collect and record rents, and prepare cases for housing court if necessary.

Rent Adjustment and Unit Rental

  1. Prepare documents for rent increases, notify tenants, and ensure compliance with funders and agencies.
  2. Manage vacancy notices, waiting list, and advertising in accordance with fair housing plans.
  3. Process rental applications, conduct interviews, verify income, prepare leases, and perform inspections.

Supervision of Property Maintenance

  1. Develop work order systems, conduct inspections, supervise maintenance staff, and develop maintenance schedules.
  2. Manage vendors and contractors, ensuring quality and cost-effectiveness.

Maintaining Site Office

  1. Organize files, handle clerical tasks, submit timesheets, and prepare reports.
  2. Distribute notices and assist with resident materials updates.

B. Resident Services

  1. Schedule and conduct tenant meetings, address violations, and handle complaints.
  2. Coordinate community activities, work with social services, and provide counseling referrals.
