Qualifications

Property Manager (LIHTC / Affordable Housing Lease-Up)
Position Summary

We are seeking an experienced Property Manager with a strong background in affordable housing and Low-Income Housing Tax Credit (LIHTC) programs to oversee the successful lease-up and ongoing operations of a new community. This role is ideal for a motivated professional who thrives in a fast-paced environment and is experienced in managing compliance requirements, resident file approvals, marketing initiatives, and occupancy growth from the ground up.

The Property Manager will play a key role in achieving stabilization goals while ensuring regulatory compliance, exceptional resident service, and operational excellence.

Essential Duties and Responsibilities
  • Lead all aspects of the lease-up process for a new affordable housing community.
  • Manage daily property operations, ensuring a high level of resident satisfaction and property performance.
  • Oversee LIHTC and affordable housing compliance, including resident certifications, recertifications, income verifications, and file reviews.
  • Ensure all resident files are complete, accurate, and compliant with applicable federal, state, and local housing regulations.
  • Coordinate with compliance teams and monitoring agencies to secure timely file approvals.
  • Develop and execute marketing and outreach strategies to drive leasing activity and achieve occupancy targets.
  • Build relationships with community organizations, referral partners, and housing agencies to generate qualified applicant traffic.
  • Conduct leasing activities, property tours, and applicant screenings in accordance with company and regulatory requirements.
  • Monitor occupancy trends, leasing velocity, and market conditions, implementing strategies to support stabilization goals.
  • Oversee rent collections, delinquency management, and resident relations.
  • Coordinate maintenance operations to ensure the property is maintained in a safe, clean, and attractive condition.
  • Prepare and manage operating budgets, financial reports, and property performance metrics.
  • Supervise on-site staff and third-party vendors, fostering a collaborative and customer-focused culture.
  • Ensure compliance with Fair Housing, LIHTC, and all applicable regulatory requirements.
  • Perform regular property inspections and address operational issues proactively.
Qualifications
  • Minimum of 3 years of property management experience, preferably within affordable housing and LIHTC communities.
  • Previous experience managing a lease-up property strongly preferred.
  • Strong knowledge of LIHTC regulations, compliance procedures, and affordable housing programs.
  • Experience reviewing and approving resident qualification files.
  • Proven track record of achieving occupancy and resident retention goals.
  • Experience with property management software and Microsoft Office applications.
  • High school diploma or equivalent required; Bachelor's degree preferred.
