Property Manager: Boulder Housing Partners in Boulder

Company - Boulder Housing Partners
Boulder, CO

Boulder Housing Partners is hiring a full-time Property Manager in Boulder, Colorado. The role manages an assigned housing portfolio across project-based voucher, LIHTC, HOME, locally funded affordable housing, HUD-assisted, and market-rate programs. Pay ranges from $65,000 to $75,000, depending on qualifications. Work is split between the office and housing sites, with occasional outdoor and inclement-weather duties.

The position maintains occupancy, resident services, compliance, budgets, and property operations. The Property Manager supervises Assistant Property Managers, Leasing Specialists, resident services staff, and maintenance staff through the Regional Property Manager. At least three years of housing or property-management experience with multisite oversight of more than 250 units is required.

  • Role: Property Manager
  • Employer: Boulder Housing Partners
  • Location: Boulder, Colorado
  • Pay: $65,000 to $75,000, depending on qualifications
Portfolio Operations Across Housing Programs

The assigned portfolio includes properties operating under project-based vouchers, the Low-Income Housing Tax Credit program, HOME funding, local affordable-housing programs, HUD assistance, and market-rate housing. Each program carries its own eligibility, documentation, lease, inspection, and reporting duties. The Property Manager certifies eligibility, processes renewals and recertifications, organizes resident files, and works to maintain occupancy while limiting turnover.

Daily portfolio control covers rent collection, lease violations, evictions, inspections, maintenance issues, curb appeal, and safety. The role also tracks move-outs, settlements, collections, and lease-ups in Yardi as part of real estate operations . Financial reports and site budgets receive review with the Regional Property Manager, while compliance reports follow file pre-audits and internal reviews.

  • Eligibility certifications, renewals, and recertifications
  • Rent collection, lease violations, evictions, and move-outs
  • Inspections, maintenance follow-up, safety, and curb appeal
  • Yardi records, settlements, collections, lease-ups, and compliance reports
Resident Service And Staff Leadership

The Property Manager leads property customer-service teams that include property management, resident services, and maintenance staff. Assistant Property Managers and Leasing Specialists receive training, feedback, evaluations, and day-to-day direction. The role addresses resident issues, maintains regular onsite office hours, and coordinates with staff when a concern crosses leasing, maintenance, or resident services.

Boulder Housing Partners expects courteous, responsive, effective, efficient, and integrity-driven service for residents, the public, and coworkers. Resident communication includes quarterly newsletters and support for community activities. Eco-pass programs are also coordinated where applicable, adding a recurring administrative duty to the onsite work.

Compliance, Records, And Financial Control

The role explains and implements Fair Housing, LIHTC, HUD, federal, state, local, covenant, lease, and program requirements. Housing Quality Standards, applicable codes, landlord and resident rules, resident contracts, and report preparation all form part of the working knowledge. Confidential information requires careful handling, and property-management decisions must remain consistent with the rules attached to each funding and housing program.

Accurate records connect resident eligibility, inspections, renewals, collections, and financial reporting. The NARPM Code of Ethics addresses fair-housing compliance, honest tenant treatment, accurate reports, confidential information, property safety, and lawful handling of others' funds. Those same operating areas appear in this role's housing-management and compliance work.

Qualifications And Work Conditions

Project-based voucher or HUD-assisted housing experience is strongly preferred, while comparable affordable-housing experience can qualify a candidate who can learn project-based voucher requirements. The role calls for strong communication, conflict-resolution, organization, planning, time management, recordkeeping, budget monitoring, and staff-supervision skills. A bachelor's degree in business, management, finance, social sciences, or a related field is preferred, with equivalent education considered.

  • Three or more years of housing or property-management experience
  • Multisite oversight of more than 250 units
  • Working knowledge of Yardi, Microsoft Office, building operations, and grounds management
  • Ability to interpret housing-program legal information and maintain confidentiality
  • Valid Colorado driver's license, acceptable motor vehicle record, and personal vehicle
  • Bilingual English and Spanish ability preferred
  • Acceptable background information, including criminal history

The work divides time between an office and housing sites. Office duties are primarily sedentary, with occasional lifting, carrying, walking, and standing; office equipment includes a computer, telephone, calculator, printer, photocopier, and fax machine. Housing-site work can involve inclement weather, fumes, and loud noise, and the maximum office lifting requirement is 10 pounds.

Compensation And Employer Scale

The position pays $65,000 to $75,000 depending on qualifications. Boulder Housing Partners provides medical, dental, and vision plans, a PERA defined-benefit retirement plan, 401(k) and 457 plans, paid life insurance, long-term disability, a wellness program, and 13 paid holidays each year. Vacation and sick leave, flexible schedules, training opportunities, selected Summer Fridays off when applicable, and other work-life programs are also listed for the role.

Boulder Housing Partners' Property Manager team manages approximately 2,100 units within the City of Boulder. The portfolio scale gives the role direct responsibility for housing operations that connect resident files, onsite teams, financial controls, compliance reviews, and property conditions across the city.

Boulder Housing Partners prohibits unlawful discrimination on protected-status grounds and provides reasonable accommodations for qualified individuals with disabilities.
