Summary:
Rust Belt Resources has partnered with a national housing leader, managing over 2,000 affordable units, seeking high-quality Property Managers at multiple sites. The ideal candidate will have experience in the affordable housing sector, specifically in compliance and maintaining LIHTC/HUD properties. This role offers a high degree of ownership and autonomy, supported by strong leadership mentorship.
· As the Property Manager, you will be responsible for managing daily operations and achieving the financial goals of the property.
· The Affordable Property Manager oversees personnel, wait list management, leasing, collections, resident retention, customer service, community maintenance, contracted services, administration, reporting, community safety, and legal compliance within budgeted parameters.
· The Property Manager directly supervises the Maintenance Supervisor, Assistant Manager, and Leasing staff, and oversees maintenance staff.
Compliance Duties
· Maintain accurate property records and complete reports timely.
· Regularly inspect properties for maintenance and curb appeal.
· Supervise external contractors.
· Manage petty cash and reimbursement processes.
· Process purchase orders weekly.
· Ensure apartments are cleaned and ready after move-outs.
· Review previous Management and Occupancy Reports for HUD properties.
· Lease to households meeting income restrictions and rental criteria, adhering to HUD guidelines.
· Complete application paperwork in compliance with program requirements.
· Oversee lease and renewal practices per HUD/CA/TC guidelines, including certification and verification.
· Manage recertifications and tenant notifications at specified intervals.
· Maintain property fractions and set-aside requirements per LURA (if applicable).
· Assist with audits and ensure on-site compliance.
· Handle recordkeeping, reporting, notices, legal filings, and evictions per regulations.
· Maintain waiting and transfer lists per guidelines.
· Develop and monitor budgets, ensuring expenses are within guidelines.
· Review and approve purchases and monitor financial reports.
· Collect rents, address delinquencies, and initiate evictions if necessary.
· Make daily bank deposits and record security deposits.
Personnel Duties
· Recruit, hire, and evaluate staff.
· Manage timesheets and payroll documentation.
Administrative Duties
· Ensure lease files are complete and compliant.
· Maintain records of management activities and submit reports as scheduled.
Resident Relations
· Ensure resident satisfaction, high renewal rates, and minimal complaints.
· Conduct quarterly inspections to identify and address deficiencies.
· Coordinate supportive services with social providers.
Maintenance Duties
· Manage maintenance requests and respond within 24 hours.
· Review maintenance reports with supervisors.
· Address resident complaints and maintenance issues proactively.
Marketing/Leasing Duties
· Achieve occupancy targets.
· Market the property and generate qualified leads.
· Lease to prospective residents and manage wait lists per guidelines.
Safety Duties
· Report all incidents immediately to the regional manager.
Required Skills/Knowledge:
· Associate’s Degree or higher.
· 2+ years in affordable housing property management.
· 1+ years supervisory experience with at least 2 staff members.
· Strong knowledge of HUD policies, especially Project-Based Section 8, including Tax Credit, AHDP, HOME, Bond policies.
· In-depth knowledge of One Site Leasing and rent management.
· Experience with the latest 4350 version.
· Familiarity with HUD Secure Systems (TRACS, IMAX, etc.).
· Ability to establish rapport with residents, staff, and HUD personnel.
· Proactive, self-managing, and organized.
· Marketing experience and affirmativemarketing knowledge is a plus.
· COS and TCS certifications are highly preferred.
