Job summary

RPM Development Group seeks a Property Manager to oversee day-to-day operations of affordable and mixed-income properties in Newark, NJ. You will lead site teams and ensure financial, leasing, and compliance targets are met while upholding RPM’s housing standards.

You will supervise Assistant PMs, Resident Coordinators and maintenance staff, drive tenant service, and maintain safe, compliant properties with accurate data in the property management system.

Qualifications

  • High School Diploma required; college degree preferred; CPM a plus.
  • Three years of increasing property management responsibility across multi-site operation.
  • Knowledge of affordable and market-rate housing.
  • Technical literacy and solid operating software understanding; Yardi experience preferred.
  • Industry credentials for rental housing programs; LIHTC certification a plus.
  • Valid driver’s license, insured vehicle, travel between properties.

Responsibilities

  • Foster inclusivity and TEAM culture across properties; motivate and coach staff.
  • Provide outstanding customer service to residents.
  • Optimize financial and operational performance to meet budgets and occupancy targets.
  • Ensure properties meet RPM and compliance standards and are inspection-ready.
  • Manage maintenance work orders, preventive maintenance, capex and apartment turns within policy timeframes.
  • Lead staff onboarding, training and development; ensure safety and regulatory compliance.
  • Oversee eviction processes and maintain curb appeal across properties.
  • Monitor accounts payable and utility expenses; contribute to capital planning.

Job description

The Property Manager ("PM") will oversee the day-to-day operations of RPM's affordable and mixed income properties in Newark, NJ. The PM will have broad and in-depth general management responsibilities and strong communication and leadership skills for their assigned apartment developments. The PM will supervise site teams consisting of Assistant PM's, Resident Coordinators and maintenance personnel at levels consistent with property resources.

The PM ensures assigned properties are meeting the financial, leasing and compliance expectations and upholding RPM's standards of providing affordable housing that our residents are proud to call home. The PM will also ensure that all maintenance tasks are managed professionally, while maintaining a safe work environment at these same developments. The PM will ensure the integrity of all financial and operations data is hosted in the company's property management software.

Duties and Responsibilities include but are not limited to:

  • Foster a culture of inclusivity and TEAM across properties(s) so that your entire team works as a cohesive unit. PM is responsible for continuously teaching/motivating staff and holding them accountable for their work.
  • Provide outstanding customer service to our residents.
  • Optimize the financial and operational performance of the property by ensuring all financial targets are met (both budget and leasing/occupancy). Completing monthly variance reports as required.
  • Regularly tour properties to ensure they meet RPM and compliance standards and are always "inspection ready". Ensure properties are prepared to excel at all property inspections without the need for surges in staff and spending, i.e.
  • Work with the Facilities Manager and Site Supers to monitor work orders, preventive maintenance, capex and apartment turns - all to be done within company policy timeframes.
  • Demonstrate professional leadership; ensure staff is on-boarded effectively, trained, motivated and are equipped to be successful in their role.
  • Effectively manage the eviction process.
  • Consistently market the properties to high standards by optimizing curb appeal.
  • Ensure Fair Housing requirements are being met at all times.
  • Proactively manage housing partner subsidy programs /relationships particularly as it relates to inspections
  • Inspect properties following company timelines and following prescribed procedures and ensure corrective actions are taken where needed – safety being a high priority with this process
  • Manage accounts payable so that the properties can successfully meet all financial obligations.
  • Monitor utility consumption and related expenses.
  • Provide thoughtful and comprehensive input to the capital planning process, the budget process in its entirety and examine expenditures for cost savings and efficiencies.
  • Own all aspects related to your properties recognizing that this is a 24-hour daily operation.
  • Work beyond the narrow and specific job responsibilities to advance the goals of the company.

Relationships and Contacts:

  • Reports to: Regional Property Manager
  • Supervises: Assistant Property Manager, Resident Coordinator and or Maintenance site personnel

Required Education and Experience:

  • High School Diploma required/College degree preferred/CPM a plus.
  • Three years of increasing property management responsibility to include all aspects of a multi-site operation.
  • Knowledge of both affordable housing and market rate housing.
  • Technology literacy and a solid understanding of operating software, Yardi experience preferred.
  • Industry training credentials which authenticate understanding of rental housing programs. LIHTC certification a plus.
  • Requires a valid driver’s license, an insured vehicle, and the ability to travel between properties.

Working Conditions:

  • Ability to work periodic flexible hours is required.
  • Prolonged periods sitting at a desk and working on a computer.
  • Ability to work at property locations within or near transitional neighborhoods.
  • Ability to climb stairs, take elevators, bend, squat, reach overhead and lift up to 15 pounds at times.
