Job description

This is a highly responsible position which performs various facets of real estate transaction matters for Hernando County Property Management and require in-depth knowledge of County policies. Responsibilities include but are not limited to, the coordination of extremely detailed tasks, including the maintenance of records for property transactions and lease agreements, initial implementation of the transaction procedure, ability to coordinate and facilitate professional services that are associated with property transactions. Maintains communication and good working relationships with officials, vendors, and other Hernando County Departments and employees.

The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.

Responsibilities
  • Prepare and maintain property transaction records.
  • Maintain bi-weekly, monthly and annual reports.
  • Maintains Lease database for termination and renewals
  • Review and process completed Purchase Sale Agreements and Contracts for Purchase.
  • Reviews documents for accuracy and completeness.
  • Process requests received from Property Management Supervisor or other divisions by applying current departmental policy.
  • Issue various types of correspondence.
  • Process and scan documents according to county records management policy and department procedures.
  • Assist various staff with questions and/or reporting, as applicable.
  • Initiate Legal Requests for review of real estate transaction documents.
  • Initiate agenda items for Property Management to be heard before the Hernando County Board of County Commissioners.
  • Monitors deadlines for agenda item.
  • Responsible for the creation of Legal Ads/Public Notices for Property Management agenda items going before the BOCC.
  • Create, maintain, and update standard operating procedures; assist in training new employees.
  • Communicate with various representatives from other departments, as well as vendors and customers.
  • Participate in special projects for resources associated with job functions, such as new technologies, programming, processes and task updates, development of new procedures and other applicable tasks.
  • Performs other reasonable related duties as assigned by immediate supervisor or other management personnel.
Emergency Response

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Employees may request an exemption from this requirement by submitting the appropriate exemption form, subject to review and approval.

Minimum Qualifications
  • Graduation from an accredited college or university with an Associate in Arts degree or Associate of Science degree in Business Management.
  • Three (3) years of experience in real estate, property valuation, or legal secretarial work; including two (2) years of experience in customer service and general office duties.
Licenses, Certifications, or Registrations
  • Must possess and maintain a valid Florida Driver’s License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
Required Competencies
  • Knowledge of basic real estate transactions regarding property acquisition and disposition.

Physical Requirements/Work Environment
  • Requires sitting most of the day.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, twisting, and occasional squatting, climbing, kneeling, and balancing.
  • The job requires the completion of tasks that involve simple grasping, pushing, pulling, fine manual manipulation, and typing.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Pay Grade: 5
