Job summary

The Village of Niles is seeking a full-time Property Maintenance Inspector I in the Community Development Department. This role performs field inspections to enforce municipal housing codes, contacting owners and occupants and assessing safety of properties.

You will investigate complaints, issue notices, and explain code requirements, with a focus on structural safety and compliance. IPM Certification is required; a Structural Pest Control Technician Certification is encouraged.

Qualifications

  • High school diploma or equivalent.
  • Minimum of five years' experience in the building construction industry.
  • IPM Certification is required.
  • A Structural Pest Control Technician Certification is encouraged but not required.
  • Demonstrate knowledge of housing codes and inspection practices with firm enforcement ability.
  • Proficient in computers and Microsoft Office products and database software.
  • Valid driver's license and ability to operate a vehicle.

Responsibilities

  • Inspects existing structures and dwellings for conformance with the housing code.
  • Investigates complaints and unpermitted work; notes violations and pursues compliance.
  • Enforces Village regulations covering water, yard waste, vehicles, and rubbish.
  • Prepares inspection reports and communicates results to contractors and owners.
  • Manages the pest and rodent control program, including bait stations.
  • Issues citations and testifies at adjudication hearings; monitors disputes.
  • Performs carbon monoxide and gas leak testing; attends seminars on new codes and standards.
  • Other duties as assigned.

ABOUT THE ROLE

Join our team and become our new full-time Property Maintenance Inspector I in the Community Development Department. Reporting to the Community Development Director or their designee, this position performs field inspections and investigation work in the enforcement of municipal, state, and national minimum housing codes and regulations. Work involves contacting owners and occupants, inspecting their properties for structural safety, fire hazards, and general adequacy, serving notices, and explaining code requirements.

YOUR DAY TO DAY
  • Inspects existing structures and dwellings for conformance with the housing code, including occupancy permit and rental inspections, and surveys building exteriors for compliance.
  • Investigates complaints and work performed without required permits; notes violations, enforces code requirements, and follows up until compliance is reached.
  • Enforces Village regulations covering water sprinkling, abandoned vehicles, yard waste and branch pickup, garage and vehicle sales, and rubbish.
  • Prepares inspection reports covering conditions found, actions taken, and recommendations; contacts contractors and property owners with the results.
  • Manages the pest and rodent control program, including preparing, delivering, and placing bait stations and identifying sources of rodent activity.
  • Issues citations and testifies at adjudication hearings; monitors business license disputes; performs carbon monoxide and gas leak testing and attends seminars on new codes and standards.
  • Other duties as assigned.
QUALIFICATIONS FOR SUCCESS
  • Hold a High school diploma or equal, plus a minimum of five years of experience in the building construction industry.
  • Possess an International Property Maintenance (IPM) Certification (required); a Structural Pest Control Technician Certification is encouraged but not required.
  • Demonstrate knowledge of housing codes and inspection practices, with a sharp eye for defects and violations and the ability to enforce regulations firmly, tactfully, and impartially.
  • Be proficient in the use of computers and office equipment, Microsoft Office products, database software, and other web-based programs.
  • Builds and maintain effective working relationships with contractors, property owners, residents, and representatives of other agencies.
  • Maintain a valid driver's license and the ability to operate a vehicle.
