Job summary

The City of York is seeking a Housing Code Enforcement Inspector to conduct interior and exterior inspections of residential properties in order to ensure safe, sanitary living conditions and compliance with the Property Maintenance Code and Neighborhood Improvement Ordinance.

Candidates will log violations, issue notices, and coordinate with owners and city departments, while maintaining accurate records and participating in required trainings and hearings.

Qualifications

  • Over six months up to one year of experience preferred.
  • Must be proficient in Microsoft Windows.

Job description

The purpose of this position is to provide enforcement the City of York Housing Code, which includes Inspection of Tenant Occupied Residential and Property Maintenance Code, Neighborhood Improvement Ordinance & other Codified Ordinances in order to ensure a safe, sanitary and good quality of live to the citizens of York. This is accomplished by conducting inspections of the interior & exterior of properties, logging violations; sending copies of violations to property owners; entering violations into the Complaint Tracking System; following up on violations to ensure that they have been corrected; filing the paperwork in the city filing system. Other duties include meeting with citizens and answering questions; preparing Citizen Course information; preparing and maintaining yearly spreadsheets; maintaining the Complaint Tracking System; ensuring that complaints are transferred to the right departments/personnel; issuing citations; and attending court hearings.Performs inspections and/or re-inspections of Tenant Occupied Residences to enforce City Ordinance; following assigned inspection schedule; interacting with property owner or representatives; entering inspection results in inspection/licensing tracking system; following up with appropriate parties when needed.Enforces the Property Maintenance Code by investigating possible quality of life violations; entering complaints into the system or distributing complaints to the appropriate department; following up on complaints called into the office; taking pictures/documenting violations; attending staff meetings; attending court hearings.Sends complaint information to home owners by researching City Databanks for owner’s information; writing up Complaint Violations forms or typing up Violation Letters; posting letters on the house or building/sending them to the owners, issuing Neighborhood Improvement Ordinance (N.I.O.) tickets, posting tickets on the property.Performs Clerical duties by typing; answering phones; filing; copying and emailing; creating files; Provides customer service by receiving and returning phone calls; maintaining communications with citizens in the community and at the office; participating in Citizen Inspection Courses; providing support to other departments.Other duties as assignedHigh school diploma or equivalent required.Over six months and including one year experience.This position requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.Must be proficient in Microsoft Windows.Class C Driver’s License issued by the Commonwealth of Pennsylvania is requiredHiring Prerequisites:Drug screening testing with negative resultsBackground ReportPA Child Abuse History Clearance Certificate.
