Job summary

City of East Providence in Rhode Island seeks an Appraisal Technician to support the Assessor’s Office with data entry, inspections, and mass appraisal tasks. The role requires experience with CAMA, QDS, and RI tax rules; accuracy and strong analytical skills are essential.

The position involves field and in-office duties, processing exemptions, reviewing improvements, and preparing assessment updates under the direction of the Assessor.

Qualifications

• Associate degree or at least 60 college credits in real estate, business, economics, public administration, or related field.
• Certificate courses in residential appraisal, income valuation, valuation principles or mass appraisal techniques (IAAO Course 1, USPAP, appraisal institute, or equivalent).
• Ability to stand and walk for extended periods and climb stairs.
• Experience with a CAMA system.
• Proficiency in Microsoft Office applications.
• Minimum 1 year of appraisal/revaluation data collection experience; minimum 3 years of administrative/technical experience in an appraisal, revaluation, or municipal office; or equivalent.
• Must pass a BCI (Criminal Investigation).

Responsibilities

• Review, process, and code exemption applications in QDS, ensuring compliance with RI law and city ordinances.
• Maintain, verify, and update property assessment data in Patriot CAMA, including land and building characteristics.
• Review and interpret building plans; enter permits; evaluate construction progress; update CAMA accordingly.
• Conduct onsite property inspections and document results; update characteristics in CAMA.
• Apply valuation adjustments (depreciation, obsolescence, appreciation) per mass appraisal standards.
• Review market data and neighborhood trends; prepare preliminary valuation recommendations.
• Provide courteous customer service to taxpayers in person, by phone, and in writing.
• Review deeds, surveys, plats, and land records; process subdivisions, mergers, lot line changes.
• Research property history/land records to verify data; understand zoning and land-use changes.
• Generate reports using CAMA, QDS, GIS and other software to support workflow and valuation analysis.
• Assist with statistical studies, sales verification, data audits, and revaluation tasks.
• Perform general admin, clerical, and research duties; work both in-field and in-office.
