Job summary

Kwaan Bear IT Solutions (KBITS) seeks a Project Team Lead to serve as the onsite manager at NAS Patuxent River. You will lead a multidisciplinary team across three companies, coordinating engineers, facilities, and logistics to deliver contract requirements on time and within compliance.

This role interfaces with government stakeholders, manages risk, and ensures performance against milestones. A strong background in DoD programs, leadership of 30+ staff, and PMP certification are highly valued;

Qualifications

• Bachelor’s degree in Engineering, Business, Management, or related field.
• PMP certification preferred.
• 10+ years managing complex DoD programs with leadership exposure.
• Experience leading multi-company teams of 30+ staff.
• Prior NAS Patuxent River or Naval Aviation experience preferred.

Position Title: Project Team Lead (Onsite Manager - Multi-Company Support)

Location: NAS Patuxent River, MD

Clearance Required: Active Secret (Top Secret preferred)

Position Overview: Kwaan Bear IT Solutions (KBITS) is seeking an experienced Project Team Lead to serve as the onsite manager at NAS Patuxent River. This individual will be responsible for leading and coordinating a team of up to 50 personnel across three companies, including engineers, facilities managers, and warehouse/logistics professionals. The Team lead will act as the primary interface with government stakeholders, ensuring seamless execution of contract deliverables, compliance with all regulatory standards, and effective collaboration between prime and subcontractor teams.

Key Responsibilities

• Onsite Leadership & Oversight
  • Serve as the senior onsite authority for three participating companies, overseeing up to 50 employees across engineering, facilities, and warehouse operations.
  • Provide daily leadership, guidance, and decision-making to ensure smooth operations and mission success.
• Government & Stakeholder Engagement
  • Act as the primary point of contact for government customers, contracting officers, and program representatives.
  • Manage communications between prime and subcontractor organizations, ensuring issues are addressed promptly and transparently.
  • Provide regular briefings, status reports, and performance updates.
• Program & Contract Management
  • Assist with contract deliverables, milestones, and performance standards are met or exceeded.
  • Assist with scheduling, resourcing, and prioritization of tasks across multiple functional teams.
• Personnel Management
  • Oversee a diverse team of engineers, facility managers, and logistics/warehouse staff.
  • Assist with performance evaluations, mentoring, and career development.
  • Support onboarding, training, and retention initiatives across the workforce.
• Operational & Risk Management
  • Coordinate facilities and logistics support to maintain readiness and efficiency.
  • Maintain compliance with safety, security, and environmental regulations.

Qualifications

• Education: Bachelor’s degree in Engineering, Business, Management, or related field preferred.
• Certifications: PMP
• Experience:
  • Minimum 10+ years of experience managing complex DoD programs, with at least 5 years in a leadership role.
  • Demonstrated success managing multi-company/multi-functional teams of 30+ employees.
  • Prior experience at NAS Patuxent River or in Naval Aviation support programs strongly preferred.
• Skills:
  • Strong leadership, communication, and interpersonal skills.
  • Proven ability to manage subcontractors, vendors, and diverse functional groups.
  • Expertise in scheduling, budgeting, and performance monitoring.
  • Proficiency in MS Project, Unanet / Deltek, or equivalent project management systems.
