Job summary

S&B seeks a lead Subcontracts representative to oversee a team of Subcontracts Administrators on high-dollar EPC projects. You will plan, coordinate, and supervise subcontracting activities, negotiate terms, and interface with clients to protect cost and schedule objectives.

The role requires extensive Subcontracts experience within industrial power or EPC sectors, strong knowledge of terms and conditions, and proven leadership across cross-functional teams.

Qualifications

  • Requires a minimum of 10 years of related subcontracts experience in industrial power, energy, EPC, or heavy industrial construction.
  • Understanding of terms and conditions, indemnification, liability limits, insurance, warranties, payment provisions, LDs, dispute resolution, risk management.
  • Proven ability to negotiate commercial agreements and subcontract modifications.
  • Preference for EPC project experience with major subcontracts on power projects.
  • Prior knowledge of major power plant systems and interfaces.
  • Extensive experience in Subcontracts Management.
  • Experience in project setup, templates, and subcontract execution strategy.
  • Ability to build a Subcontracts project team and cross-functional communication.
  • Experience collaborating with Engineering, Project Controls, Quality and Safety.

Responsibilities

  • Assist in developing the Project Execution Plan in Subcontracts.
  • Develop Project Subcontracting Plans and Procedures.
  • Develop Project Bidders List.
  • Consult with engineering and construction management to clarify material and scope of work requirements.
  • Prepare and submit requests for quotations.
  • Discuss needs with subcontractors and negotiate cost reductions and favorable terms.
  • Review subcontractor's technical suitability and alternatives.
  • Analyze quotations and select suppliers.
  • Make commitments and negotiate prices and delivery terms.
  • Secure quotations and develop cost information for proposals.
  • Represent the subcontracts function in client presentations.
  • Negotiate claims settlements and back charges with suppliers.
  • Create bid tabulation forms and procurement documents.
  • Obtain routine cost information for estimating purposes.
  • Enter and distribute subcontracts and procurement documents.
  • Solicit information from subcontractors and update supplier data.
  • Align subcontract terms with project objectives.
  • Develop and maintain strategic subcontractor relationships.
  • Resolve escalated commercial and contractual matters.

OVERVIEW

S&B is currently seeking a lead Subcontracts representative for projects involving high dollar or technically unique items, or critical product lines. Plans, schedules, coordinates and oversees the work of Subcontracts Administrators and clerical support personnel assigned to the project. This role must be fully competent in all conventional phases of subcontracting and be capable of planning and conducting tasks requiring independent judgment in the evaluation, selection, and substantial adaptation and modification of standard subcontracting techniques, procedures, and criteria. Independently performs a variety of assignments involving subcontracting duties and responsibilities for projects involving high dollar, technically unique items or critical product lines. This role has a direct impact upon cost containment, efficiency and the profitability of operations and may involve direct interface with clients.

SUPERVISORY RESPONSIBILITIES

Generally, will direct the activities of assigned team and advise less experienced subcontracts personnel and administrative support personnel unless serving in a standalone role.

EDUCATION

Normally requires a 4 year degree in Business Administration (or related curriculum). In lieu of a degree, 12-15 years of equivalent experience in construction related subcontracting activities is also acceptable.

QUALIFICATIONS AND EXPERIENCE

Requires a minimum of 10 years of related subcontracts experience within the Industrial Power, Energy, EPC, or Heavy Industrial Construction sectors. Skilled in Microsoft Office applications, including Word, Excel, and Outlook. Strong computer and typing abilities preferred.

  • Understanding of contractual Terms & Conditions (T&Cs), including indemnification, limitation of liability, insurance requirements, warranties, payment provisions, liquidated damages, dispute resolution, scope definition, progress reporting obligations, and contractual risk management principles.
  • Proven ability to negotiate commercial agreements and contract modifications, ensuring alignment with policies, objectives, client requirements, and obligations.
  • Preference for experience on EPC projects with the formation and management of major subcontracts on combined cycle power projects or other power generation facilities
  • Prior knowledge of major power plant systems, equipment and key interfaces.
  • Extensive experience is Subcontracts Management.
  • Extensive experience in project setup, including team building, developing project specific templates and developing subcontract execution strategy.
  • Demonstrated skill sets in developing a Subcontracts project team, working and communicating effectively at all levels of project functional groups.
  • Experience collaborating with cross functional teams such as Engineering, Project Controls, Quality and Safety.
  • Experience in the preparation of commercial terms and conditions for subcontracts of high risk or complexity.
  • Demonstrated skill sets of monitoring safety, quality, cost, contractor performance and that all contractual duties and obligations are met by all parties.
  • Demonstrated understanding of when and how to raise issues to Project Management.

LANGUAGE AND COMMUNICATION SKILLS

The ability to read, analyze and interpret general business periodicals, professional journals, technical bulletins and government regulations are essential requirements for this role. The ability to write reports, business correspondence and procedure manuals will also be a regular requirement for this role. The ability to effectively deliver oral presentations and to respond to questions from groups of managers, engineers, clients and subcontractors will be a daily requirement for this role. Job success often hinges upon interpersonal communication and relationship development skills. Job tasks require frequent interchange and the successful completion of job tasks depends in large part upon effective interaction and communication with others.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

PHYSICAL DEMANDS

Occasionally, will participate in a field trip to job site and may be assigned to work at a job site for several months at a time. This requires the ability to stand, walk, reach, climb and balance. Lifting up to 25 pounds may be required.

WORK ENVIRONMENT

Normally will work in an office environment, but occasionally will participate in a field trip to job site and may be assigned to work at a job site for several months at a time which may require exposure to outdoor weather conditions, loud noise, fumes, and airborne particles.
