Job summary

CAMS is seeking an experienced environmental professional to lead permitting and regulatory compliance for power generation, energy infrastructure, and industrial facilities in the Houston area.

The role requires developing permitting strategies, coordinating with client development teams, and ensuring compliance with federal, state, and local regulations. Industry experience in power, oil & gas, chemicals, or refining is preferred.

Qualifications

  • Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field.
  • 8+ years of environmental permitting and compliance experience.
  • Experience with NSR, PSD, Title V, NPDES permitting and compliance.
  • Excellent written and verbal communication skills; strong project management.

Responsibilities

  • Lead environmental permitting strategies for power, energy infrastructure, and industrial facilities.
  • Oversee emissions calculations, air modeling, and permit support documentation.
  • Coordinate with EPA, state agencies, and local regulators for permitting and compliance.
  • Manage permitting projects from proposal to completion, including budgets and schedules.
  • Travel up to 25% to support project execution.

The position serves as a technical subject matter expert, coordinating with client project development, operations, asset management, and engineering functions, as well as regulatory agencies to support project execution and maintain compliance. Responsibilities align with industry-leading power sector permitting roles and include air permitting, NPDES permitting, regulatory strategy, agency coordination, and environmental compliance oversight. Essential Duties And Responsibilities
Environmental Permitting Leadership
  • Lead permitting strategies for new generation projects, plant expansions, equipment modifications, and operational changes.
  • Perform or manage the preparation and submission of:
    • NSR, PSD, NNSR, and Title V permits
    • Air permit amendments and renewals
    • NPDES permits and permit modifications and related environmental authorizations
  • Evaluate permitting pathways to minimize project schedule, cost, and regulatory risk.
Technical and Regulatory Expertise
  • Oversee emissions calculations, air modeling, regulatory applicability analyses, and permit support documentation.
  • Support NPDES permitting evaluations, discharge requirements, monitoring obligations, and compliance planning.
  • Lead BACT, LAER, and control technology assessments.
  • Evaluate operational and engineering changes for environmental permitting and compliance impacts.
Agency Coordination and Compliance
  • Serve as primary liaison with EPA, state permitting agencies, and local regulators.
  • Lead permit negotiations, agency responses, inspections, and compliance audits.
  • Support emissions reporting, Title V certifications, NPDES reporting, and other permit-required submissions.
  • Monitor regulatory developments and communicate impacts to project and operations teams.
Project Management and Advisory Services
  • Manage permitting projects from proposal through completion, including schedules, budgets, and consultant oversight.
  • Coordinate engineering, construction, legal, operations, and development teams.
  • Support environmental due diligence, asset acquisitions, and development projects.
  • Provide strategic guidance regarding environmental risk, compliance, and operational flexibility.
  • Support ESG and sustainability initiatives as needed.
  • Travel up to 25%, including out-of-state.
Requirements
  • Bachelor's degree in Environmental Engineering, Chemical Engineering, Environmental Science, or related field.
  • 8+ years of environmental permitting and compliance experience.
  • Demonstrated experience with:
    • NSR, PSD, and Title V permitting
    • NPDES permitting and compliance
    • Air emissions calculations
    • Federal and state environmental regulations
  • Excellent written and verbal communication skills, able to convey complex information effectively
  • Strong project management skills.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Proficiency in MS Office (Excel, Word, Outlook, PowerPoint); GIS (e.g., ArcGIS), Access, and/or Power BI experience is a plus.
  • Ability to work independently and collaboratively in dynamic environments.
  • Adaptability to rapidly changing situations, including occasional extended hours.
  • Physically capable of lifting up to 50 lbs, bending and climbing.
