Job summary

Serco Inc. is seeking a Project/Program Manager to oversee C4I installation contracts for U.S. Navy carriers and surface ships from our Chesapeake, VA location.

The role supports Navy CTII/NSC2I programs, with responsibilities spanning lifecycle management and strategic planning. The successful candidate will lead a large team, ensure quality and cost-control, and collaborate with customers and industry partners. A DoD clearance is required, with Top Secret possible on hire.

Qualifications

  • Bachelor’s degree with 5 years PM experience or equivalent
  • Experience consulting with military customers
  • Willingness to travel up to 25% to engage with government customers and industry events

Responsibilities

  • Oversee C4I installation contracts on aircraft carriers and surface ships (annual revenue $9–18M)
  • Contribute to all phases of C4I program lifecycles
  • Lead program-level strategic planning, monitor progress, resolve issues, initiate corrective actions
  • Apply Earned Value Management and related PM tools to manage cost, schedule, and quality
  • Maintain knowledge of CVN and surface platforms and C4I systems
  • Develop and maintain programs supporting company initiatives

Position Description & Qualifications

Are you looking for a Project or Program Manager opportunity at a place where you can make a difference every day? A successful candidate will assume a critical role in overseeing and leading program management, and engineering and technical services, to support maintenance and planning for the installing C4I systems onboard U.S. Navy Aircraft Carriers (CVNs) and U.S. Navy Surface Ships. This opportunity is available out of our Chesapeake, VA location.

This position is contingent upon your ability to obtain/maintain/transfer a DoD Secret Security clearance, and then obtain/maintain a Top Secret clearance upon hire.

Within our Ship and Submarine Modernization division, Serco supports the US Navy as a prime contractor for their CTII (C4I modernization), NSC2I (C4I new construction), and Big Blue (C4I modernization and HM&E) contracts. Our team upgrades, installs, maintains, and manages the C4I systems that provide network and communication capabilities to ensure the safety of the sailors and to allow them to perform their missions successfully.

You will be part of a large team of installers that works closely with the customer and other Serco teams to deliver quality systems. The team has been recognized by the Navy and the industry for their outstanding contributions to their programs.

In This Role, You Will
  • Be responsible for managing C4I installation contracts for aircraft carriers and surface ships - with annual revenue typically ranging from $9-18M annually
  • Contribute to all phases of C4I program lifecycles
  • Be responsible for all program-level strategic planning and proactively monitoring its progress, resolving issues, and initiating appropriate corrective actions
  • Use industry-standard project management principles and tools to manage the cost, schedule, and quality of your portfolio of projects, including Earned Value Management, platform execution plans, material and logistics managment, risk management, metrics analysis, and continuous process improvement
  • Require advanced knowledge and understanding of CVN and surface platforms, and their associated C4I systems
  • Develop, establish, and maintain programs to support company initiatives
  • Ensure effective quality assurance and overall integrity of the program
  • Participate in business development efforts to grow the business through new and recompete opportunities, as well as teaming with industry partners
  • Maintain alignment and relationships with internal and external customers
  • Typically manages a team of 30 or more employees including direct report managers
To Be Successful In This Role, You Will Have
  • Ability to obtain an active DoD Secret Security clearance, and then the ability to obtain/maintain a Top Secret clearance.
  • A Bachelor’s degree from an accredited school and 5 years of project management experience.
    • OR an Associate's degree and 7 years of project/program management experience.
    • OR a High School Diploma/GED and 9 years of project management experience.
  • Experience in consulting directly with military customers
  • The ability to travel up to 25% travel to engage with government customers and industry events
Additional Desired Experience And Skills
  • Extensive experience in all aspects of Navy and DoD acquisition processes encompassing Naval Ship new construction, modernization, and Navy C4I programs.
  • US Navy veteran, qualified in C4I systems operation and maintenance
  • Experience as a U.S. Navy Engineering/Limited Duty Officer working collaboratively with major shipyards (both public and private) with direct experience in non-nuclear operation, maintenance, repair, design, test, and modernization (SHIPALT/SCD) of C4I and electronic equipment on aircraft carriers and surface ships, requiring detailed knowledge of technical specifications and standards.

Salary range

The range for this position can be found at the top of this posting. This range is provided as a general guideline and represents a good faith estimate across all experience levels.
