Project Manager – Underground Wet Utilities & Heavy Civil Construction
Position Summary

We are seeking an experienced Project Manager specializing in underground wet utilities and utility infrastructure construction. This position is responsible for the overall planning, execution, financial performance, and successful completion of underground utility projects in urban environments.

The ideal candidate has experience managing water, sewer, storm drain, pipeline, and underground utility projects for a self-performing heavy civil contractor. This role requires strong project leadership, financial management skills, and the ability to coordinate effectively with field operations, clients, subcontractors, and project stakeholders.

Key Responsibilities
  • Manage the overall direction, execution, and successful completion of underground utility construction projects up to $10 million.
  • Review and interpret project plans, specifications, permits, contracts, and construction documents.
  • Lead project teams to ensure projects are delivered safely, on schedule, within budget, and according to client expectations.
  • Develop and maintain project budgets, cost forecasts, revenue projections, and financial reports.
  • Monitor project profitability, identify risks, and implement cost-control strategies.Coordinate with estimating teams to review bids, budgets, scope requirements, and project expectations.
  • Work closely with Superintendents and field teams to develop project schedules, manpower plans, equipment needs, and execution strategies.
  • Manage subcontractors, suppliers, vendors, and purchase orders.
  • Prepare and negotiate subcontract agreements and procurement documents.
  • Review project progress and identify potential schedule impacts or cost issues.
  • Prepare and negotiate minor change orders, extra work, and pricing adjustments.
  • Maintain strong relationships with owners, municipalities, agencies, and client representatives.
  • Provide exceptional customer service while developing long-term client partnerships.
  • Manage multiple projects simultaneously while maintaining quality, safety, and schedule objectives.
  • Ensure compliance with safety programs, environmental requirements, quality standards, and project documentation procedures.
  • Maintain accurate project records including reports, schedules, cost tracking, and closeout documentation.
Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.
  • Equivalent underground construction experience may substitute for education requirements.>
  • Minimum 3+ years of experience managing underground wet utility construction projects for a self-performing contractor.
  • Strong understanding of underground construction methods, utility installation, and heavy civil operations.
  • Experience managing water, sewer, storm drain, and pipeline projects preferred.
  • Ability to read and interpret civil plans, specifications, contracts, and construction documents.
  • Strong understanding of project financial management, cost forecasting, and change order processes.
  • Knowledge of union agreements, prevailing wage requirements, and public works construction preferred.
  • Excellent communication, organization, and leadership skills.
  • Strong attention to detail with a focus on accuracy and profitability.
