Job summary

Harris & Associates is seeking a Project Manager to join our Engineering Services team in San Diego. You will oversee water, sewer, and stormwater capital projects, lead design teams, and manage proposals and budgets.

The role emphasizes client management, schedules, and cross-disciplinary coordination to deliver on-time, within budget outcomes. Ideal candidates bring 8+ years in engineering with PM experience, a CA PE license or in process, and strong leadership, communication, and business

Qualifications

• Bachelor's degree in Engineering or related field.
• CA Professional Engineer license required or in process.
• 8+ years engineering experience with 3+ years PM experience.
• PM certification preferred.
• Water/sewer/stormwater project experience required; pipeline/pump experience preferred.
• Strong client and project management skills with leadership and resource coordination.
• Excellent oral and written communication; able to balance multiple projects.

Responsibilities

• Oversee multiple water/sewer/stormwater capital projects with client mgmt.
• Lead design teams and develop project plans and specs.
• Develop proposals and fee estimates for opportunities.
• Manage full PM cycle for small to mid-sized projects with moderate risk.
• Direct, complete, and financially manage projects within scope and budget.
• Facilitate discussions to drive consensus and resolve issues.
• Prepare schedules and cost estimates for opportunities.
• Delegate and coordinate work of engineers across the project.
• Coordinate with marketing and technical leadership for BD.
• Monitor and control financial aspects and adjust effort as needed.
• Some travel may be required.

Responsibilities and Duties:

• Oversight of multiple water, sewer, and/or stormwater capital infrastructure projects, including client management responsibilities, with specific focus on Harris pump station and pipeline projects.


• Lead design team(s) and oversee the development and delivery of capital infrastructure project plans and specifications.


• Develop technical proposals and fee estimates for potential opportunities with key or strategic clients.


• Manages and leads key tasks and full range of project management cycle for small to mid-sized projects with moderate complexity/risk requiring moderate levels of functional integration and involving multiple disciplines

  • Facilitates discussions and negotiations to drive consensus, resolve conflicts and contract issues

• Independently delegate and coordinate work of engineers throughout entire project's development.


• Coordinate with marketing and technical leadership for business development.


• Monitor and control financial aspects of projects, and coordinate and adjust work effort with the team to ensure that work is completed within parameters of the agreed-to scope of work, schedule, and budget.


• Some travel may be required.

Qualifications and Skills:

• Bachelor's degree in Engineeringor Bachelor's degree in a related field


• CA Professional Engineer license required or in process of receiving CA Professional Engineer license


• Minimum of 8 years of engineering experience with 3 years minimum of project management experience


• Project Management Professional certification preferred


• Water, sewer, and/or stormwater projects experience is required; specific pipeline and pump station experience preferred


• Must have strong client and project management skills with knowledge of engineering business and management principles involved in the strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources


• Demonstrates strong leadership, time management and excellent oral and written communication skills


• Proficient with Microsoft Office


• Ability to work with and balance priorities among multiple projects, as well as provide direction and mentorship to design and project engineers

• Previous experience with an engineering consulting firm is required, with preference for experience with public agency clients

Compensation & Benefits

The annual salary range offered for this position is $120K-178K. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
