Job summary

Harris & Associates in San Diego, CA, is seeking an Engineer I or II to support water, wastewater, and stormwater projects. You will assist project managers, prepare plans, specs, and estimates, and contribute to design drawings using AutoCAD.

The role requires a civil engineering degree, 1–4 years of relevant experience, and strong written and verbal communication. California experience is a plus; EIT is preferred.

Qualifications

  • Bachelor’s degree in civil engineering or a related field required.
  • Engineer in Training License (EIT) preferred.
  • 1-4 years of relevant experience; Southern California experience preferred, water market experience preferred.
  • Working knowledge of design and construction drawings and agency design standards.

Responsibilities

  • Supports Clients and Projects while assisting Project Managers and Project Engineers.
  • Supports preparation of PS&E (plans, specifications, and estimates).
  • Working knowledge of AutoCAD in support of design and construction drawings."
  • Supports preparation of engineering calculations and other process‑driven solutions.
  • Reviews project scope, budgets, and schedules.
  • Interprets data, thinks critically, solves problems, and applies good judgment.

Our work focuses on complex pumping facilities, lift stations, large- and -small diameter pipelines, force mains, trunk sewers, storage tanks and reservoirs, and other water market-related infrastructure. In a region challenged by water scarcity, aging infrastructure, seismic risk, regulatory demands, and climate-driven storm events, our engineers design practical, forward-thinking solutions that keep essential systems operating safely and reliably.

From planning and alternatives analysis through detailed design and engineering support during construction, we partner with local agencies to modernize critical infrastructure and strengthen communities across Southern California. We take pride in delivering technically sound, constructable solutions that move water where it needs to go, all the while doing it efficiently, sustainably, and with long‑term resilience in mind.

Responsibilities
  • Supports Clients and Projects while assisting Project Managers and Project Engineers.
  • Supports preparation of plans, specifications, and estimates (PS&E).
  • Working knowledge of and proficiency in AutoCAD software(s) in support of design and construction drawings.
  • Supports preparation of technical memoranda, basis of designs reports, preliminary engineering reports, and other written technical engineering documents.
  • Supports preparation of engineering calculations and other process‑driven solutions.
  • Reviews, understands, and honors Project Scope of Work/Services, Budgets, and Schedules.
  • Interprets data, thinks critically, solves problems, applies good judgement, and works diligently in support of our objectives.
  • Applies basic design principles and techniques in support of solving Client objectives.
Qualifications
  • Bachelor’s degree in civil engineering or a related field required.
  • Engineer in Training License (EIT) preferred.
  • Microsoft Project (Scheduling) preferred.
  • 1-4 years of relevant experience performing engineering or technical work in relevant discipline, Southern California experience preferred, as well as water market experience preferred.
  • Working knowledge of design and construction drawings/plans, including an ability to integrate water system designs within a larger, multidisciplinary project environment.
  • Working knowledge of agency design standards, design guidelines, and other industry-recognized best practices.
  • Strong written and verbal communication skills.
Compensation & Benefits

The annual salary range offered for this position is $83,000 – $110,000. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
