Job Description:

Parsons is seeking a talented Construction Project Manager to join our team! In this role, you will be responsible for overall project delivery, procurement, and field management of a large-scale, complex logistical project overseas (OCONUS).

This position requires relocation to Kwajalein Atoll.

Job Profile Summary:

Provides leadership and management for medium to large-sized projects within a broader program, ensuring on-schedule completion within or below budget according to contractual obligations. Responsible for scope development, scope management, and the project's commercial performance to meet goals and objectives. Develops program goals, methods to achieve them, and understands client objectives, contract terms, and company policies. Manages projects up to $100 million in total installed cost.

Specific Responsibilities:

  • Plan, direct, supervise, and control all business, technical, and administrative functions of the assigned project in collaboration with the Senior Project Manager.
  • Oversee maintenance of key project documents including the Project Execution Plan, Health and Safety Plan, and Quality Assurance/Quality Control Plan.
  • Ensure project deliverables meet program requirements and monitor adherence to criteria.
  • Assign responsibilities to team members based on their qualifications and strengths.
  • Negotiate scope changes with clients and subcontractors.
  • Follow up on instructions and commitments related to the project.
  • Mobilize resources and create effective project teams.
  • Develop budgets, schedules, and plans with project engineers and discipline leads.
  • Track long-lead material acquisitions and coordinate with procurement and scheduling teams.
  • Devise and execute action plans to address cost overruns or delays, and inform stakeholders of significant changes.
  • Contribute to team development through performance reviews and training.
  • Manage contract modifications and change control processes.
  • Promote quality and safety standards on the project.
  • Monitor and report project progress and issues to management.
  • Represent the company during project execution with clients and subcontractors.
  • Lead weekly project status meetings and coordinate with project teams.
  • Perform other duties as assigned by the Senior Project Manager.

Key Relationships:

  • Coordinate with project team members, support departments, and external contacts including clients, suppliers, and subcontractors.

Skills and Competencies:

  • Meet Parsons’ Project Management Certification requirements.
  • Maintain Primavera P6 schedule accuracy and activity progression.
  • Pass an enhanced background check for deployment to Kwajalein Atoll.
  • Understand engineering, procurement, and construction integration.
  • Demonstrate leadership and excellent communication skills.
  • Document contracts effectively and understand industry practices and regulations.
  • Utilize current technology efficiently on projects.
  • Enforce environmental, health, and safety policies.

Education and Experience:

  • Possess or maintain a QCM Certificate from the U.S. Army Corps of Engineers.
  • Have 10+ years of relevant experience, including construction management on similar projects, with a broad technical and business background.
  • Bachelor’s degree in engineering, construction management, or related field, or equivalent experience.

Licenses and Certifications:

  • Project Management Professional (PMP) preferred.

***Must be able to obtain and maintain US federal government program site and systems access, passing the required background checks.

This position is part of our Federal Solutions team, supporting US government missions globally in defense, security, intelligence, infrastructure, and environmental sectors.

Salary Range: $120,800.00 - $217,400.00
