Job Title: Project Manager – Senior

Job Description: The Project Manager – Senior (PM) is responsible for all aspects of the development and implementation of assigned projects and serves as the single point of contact for those projects. The PM takes projects from original concept through final implementation; interfaces with end users, computer services, client services, Government leads, vendors, and technical teams; defines project scope and objectives; develops detailed work plans, schedules, project estimates, resource plans, and status reports; conducts project meetings; performs project tracking and analysis; ensures adherence to quality standards; reviews project and technical deliverables; manages integration of vendor tasks; and provides technical and analytical guidance to project teams. This position is focused on Technical and Equipment Publications Support. The PM coordinates qualified technical personnel and Government stakeholders to deliver compliant technical publication products, execute project planning and risk management activities within cost, schedule, and performance parameters, and improve business processes using CMMI, ITIL, Lean, and Six Sigma-based practices. Responsibilities may include, but are not limited to:

  • Excellent organizational, analytical, written, and oral communication skills, with the ability to communicate effectively with technical teams, functional users, Government leadership, and external stakeholders.
  • Ability to prioritize and manage multiple concurrent projects, deliverables, schedules, risks, and action items in a mission-focused environment.
  • Ability to work independently with minimal supervision and lead highly collaborative, cross-functional teams through project execution and problem resolution.
  • Ability to translate functional and technical requirements into executable project plans, measurable outcomes, and Government-ready deliverables.

Specific Responsibilities:

  • Manage assigned projects from concept through final implementation as the primary project point of contact; define scope and objectives, establish work breakdowns, schedules, estimates, resource plans, milestones, dependencies, and status reporting.
  • Apply industry best business practices in project management in conjunction with the IT life cycle management methodology; execute project activities within specified cost, schedule, and performance parameters and applicable work directives.
  • Prepare, coordinate, maintain, and deliver IT Project Plans and IT Risk Management Plans.
  • Conduct project meetings and reviews; track progress, risks, issues, dependencies, corrective actions, vendor tasks, and deliverables; analyze variances and recommend actions to resolve problems and maintain project objectives.
  • Ensure adherence to quality standards and review project deliverables for completeness, accuracy, compliance, traceability, and readiness for Government review and acceptance.
  • Lead and coordinate Technical and Equipment Publications projects involving ETMs, IETMs, IETPs, and associated software applications/solutions, including analysis of legacy technical manuals and transition of technical maintenance information into IETM environments.
  • Coordinate systems analysis and design, programming, technical writing, software support, documentation support, implementation, testing, demonstrations, training, and corrective actions associated with technical publication lifecycle activities.
  • Ensure publication efforts align with applicable standards and guidance, including MIL-STD-40051-1, MIL-STD-40051-2, MIL-STD-3031 Army Business Rules for S1000D, MIL-PRF-63029, and MIL-STD-3083, as applicable to each Technical and Equipment Publication.
  • Coordinate conversion of Technical Manuals to Military Standard-compliant XML or other Government-designated electronic data formats and oversee design, testing, debugging, validation/verification, and user acceptance activities.
  • Coordinate development and delivery of IET Design Documents, IET Test Reports, IET User Documentation, IET Technical Data and Computer Software including source code, and Technical Illustrations and Graphics, as applicable to each Technical and Equipment Publication.
  • Coordinate technical illustration development in CALS, vector, raster, SVG and CGM intelligent formatted graphics, and 3-D formats and use of Government-approved or industry-standard tools such as Adobe Illustrator, CorelDRAW, and Adobe Photoshop, as applicable.
  • Lead or coordinate efforts to streamline, document, integrate, and continuously improve business processes; establish measurable goals, improvement actions, process controls, and performance indicators.
  • Coordinate preparation and delivery of new or updated SOPs and process documentation, including organizational standard processes and process/guidance documentation supporting goals, initiatives, actions, and measurements.
  • Coordinate quarterly quality assurance audits and prepare Audit Findings addressing strengths, weaknesses, and non-compliance with organizational standard processes, service-defined processes, and organizational process architecture.
  • Report weekly project activities, findings, recommendations, risks, and status information.

Technology:

  • Working knowledge sufficient to manage projects using Interactive Authoring and Display Software (IADS) and the Publications Tracking System (PTS), .NET, C/C++, XLST, and SQL Server.
  • Project management and collaboration tools used for schedules, work plans, risk and issue tracking, status reporting, meeting coordination, and deliverable management, including Microsoft Project and Microsoft 365 tools as provided or approved by the Government.
  • Technical publication technologies and markup languages including SGML, XML, HTML, XPath, BREX, XSL, XSL-FO, and FOSI, as applicable to assigned publication projects.
  • Technical illustration and graphics tools/formats supporting CALS, SVG and CGM intelligent formatted graphics, raster graphics, vector, and 3-D publication products, including AutoCAD, Adobe Illustrator and CorelDRAW tools where Government-approved.
  • Working knowledge of COTS/GOTS publication applications/solutions, software utilities, testing environments, configuration-controlled documentation repositories, and Government-provided collaboration and delivery tools.

Required Experience:

  • Demonstrated senior-level experience managing IT projects from concept through final implementation, including scope, schedule, cost/resource planning, risk management, quality control, stakeholder coordination, and deliverable acceptance.
  • Experience leading or coordinating multidisciplinary technical teams and vendors and providing technical and analytical guidance to resolve complex project issues.
  • Experience with technical publication, ETM/IETM/IETP, technical documentation, or related software-enabled publication lifecycle efforts, including requirements analysis, development/conversion, testing, implementation, and training.
  • Working knowledge of applicable Army/DoD technical publication standards and structured-data/markup concepts used to develop or convert electronic technical manuals.
  • Experience supporting business process analysis, process documentation, continuous improvement, training, and/or quality assurance activities in an IT service environment.
  • Excellent communication and presentation skills to manage stakeholders, facilitate meetings and working groups, present findings and recommendations, and produce Government-ready project documentation.

Required Education/Experience:

  • BA/BS degree with 7 or more years of relevant project management experience.
