Job summary

Procon is seeking an experienced Construction Project Manager / Quality Assurance Manager / Inspector to support a roof replacement at an occupied IRS Service Center Complex in Memphis, TN. This on-site role provides daily oversight of construction activities, contractor performance, and QA/QC compliance with contract documents and codes.

Qualifications include RRO certification, 5+ years in construction, and experience with on-site supervision, RFIs, submittals, schedules, and closeout

Responsibilities

• Serve as on-site Construction Project Manager and Owner’s Representative, providing daily oversight of construction activities and contractor performance.
• Inspect architectural, structural, mechanical, electrical, plumbing, and life-safety work for compliance with contract documents, codes, and safety requirements.
• Manage RFIs, submittals, schedules, change orders, pay apps, testing, inspections, logs, and documentation.
• Review contractor schedules, progress, changes, and payments against field conditions and completed work.
• Lead project meetings, prepare minutes, track actions, and coordinate with government reps, contractors, A/E teams, and commissioning agents.
• Monitor contractor quality control, safety, and environmental programs per OSHA.
• Identify deficiencies and track non-conforming work through corrective actions.
• Monitor progress and identify risks related to schedule, cost, quality, safety, and field operations.
• Prepare daily field reports, inspection records, risk assessments, and other deliverables.
• Support contract administration and project closeout activities, including punch lists, commissioning, and turnover.

Procon is seeking an experienced Construction Project Manager / Quality Assurance Manager / Inspector to support a roof replacement at an occupied IRS Service Center Complex in Memphis TN. This on‑site role will provide project management and quality assurance construction inspection oversight, helping ensure work is completed safely and in accordance with contract documents approved plans, specifications, and applicable codes and regulations.

Qualifications & Skills

• Registered Roofing Observer (RRO) certification required, with a minimum of 5 years of construction industry experience.

• Experience in construction inspection, quality assurance/quality control, construction management, or a similar field-based role.

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline preferred, but not required.

• Strong knowledge of construction practices, materials, installation methods, and industry quality standards.

• Ability to interpret and apply construction drawings, specifications, and contract documents in the field.

• Experience inspecting architectural, structural, MEP, life‑safety, and roofing work.

• Knowledge of OSHA requirements, construction safety practices, and identification of jobsite safety concerns.

• Strong on-site construction management and Owner’s Representative experience, including RFIs, submittals, schedules, change orders, pay applications, quality control, and contract administration.

• Strong written communication and documentation skills, including preparation of field reports, inspection records, correspondence, and construction documentation.

• Excellent attention to detail with the ability to identify discrepancies, deficiencies, and project risks.

• Experience with roofing projects and construction in occupied, operational, or secure facilities preferred.

• Federal or GSA construction experience highly desirable.

• Experience with federal project processes and documentation, including IGEs, SOWs, acquisition support, commissioning, and project closeout highly desirable.

• Ability to work occasional off-hours and weekends based on construction activities and project requirements.

• Inspect architectural, structural, mechanical, electrical, plumbing, and life‑safety work for compliance with contract documents, approved submittals, applicable codes, quality standards, safety, and security requirements.

• Manage RFIs, submittals, schedules, change orders, pay applications, testing, inspections, project logs, and construction documentation.

• Review contractor schedules, progress, change proposals, and payment applications against actual field conditions and completed work.

• Lead project meetings, prepare meeting minutes, track action items, and coordinate with government representatives, contractors, A/E teams, commissioning agents, consultants, and other stakeholders.

• Monitor contractor quality control, safety, and environmental programs, including compliance with applicable OSHA requirements.

• Identify, document, and track deficiencies and non‑conforming work through corrective action and resolution.

• Monitor construction progress and proactively identify schedule, cost, quality, safety, and field‑related risks.

• Prepare daily field reports, inspection records, non‑conformance notices, photographic documentation, risk assessments, technical briefings, IGEs, SOWs, and other required project deliverables.

• Support contract administration throughout construction and maintain accurate, organized, and complete project records.

• Support project closeout activities, including punch‑list inspections, corrective work verification, testing, commissioning, warranties, as‑built documentation, final inspections, acceptance, and turnover.

• Provide occasional nighttime or weekend on‑site coverage when required by construction activities or project conditions.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.

• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

• Accessing mechanical, electrical, utility, process, and other construction areas as required.

• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

• Working in indoor and outdoor environments with exposure to typical construction‑site conditions, including noise, dust, weather, and temperature fluctuations.

• Occasionally lifting and carrying up to 25 pounds.
