Job summary

Procon seeks an experienced Construction Project Manager / QA Manager / Inspector to support a Fire Alarm replacement at an occupied IRS Service Center Complex in Memphis, TN. This on-site role provides daily oversight of construction activities, ensuring safety, quality, and compliance with contract documents and applicable codes.

The candidate will manage RFIs, submittals, schedules, change orders, and pay applications while coordinating with owners, contractors, A/E teams, and inspectors.

Qualifications

• Minimum of 10 years of construction industry experience, preferably in inspection, QA/QC, construction management, or Owner’s Representative roles.
• Fire alarm system training and NICET Level II or III certification required.
• Knowledge of state/local codes, IFC/NFPA standards, and fire/life safety requirements.
• Experience as Construction Inspector/QA/QC Inspector/Manager or similar field-based role.
• Experience inspecting architectural, structural, MEP, fire/life safety, and other disciplines.
• Ability to interpret drawings, specs, and contract documents in the field.
• Strong on-site owner’s rep and project-management experience including RFIs, submittals, schedules, change orders, pay apps, QC, and contract admin.
• Experience in occupied, secure, or federal facilities is highly desirable.

Responsibilities

• Act as on-site Construction Project Manager and Owner’s Representative overseeing contractor performance.
• Inspect architectural, structural, MEP, life-safety work for compliance with drawings, specs, codes, and project requirements.
• Manage RFIs, submittals, schedules, change orders, pay applications, testing, inspections, logs, and documentation.
• Lead project meetings, prepare minutes, track actions, and coordinate with owners, government reps, contractors, AEs, and consultants.
• Monitor quality control, safety, security, and environmental compliance including OSHA requirements.
• Identify deficiencies and coordinate corrective actions and resolutions.
• Support project closeout including punch lists, testing, commissioning observations, warranties, and turnover.

Procon seeks an experienced Construction Project Manager / Quality Assurance Manager / Inspector to support a Fire Alarm replacement at an occupied IRS Service Center Complex in Memphis TN. This on-site role will provide project management and quality assurance construction inspection oversight, helping ensure work is completed safely and in accordance with contract documents approved plans, specifications, and applicable codes and regulations.

Qualifications & Skills

• Minimum of 10 years of construction industry experience, preferably in construction inspection, QA/QC, construction management, or Owner’s Representative roles.

• Fire alarm system training and NICET Level II or III in Fire Alarm Systems, IAEI, or ICC/CEI certification required.

• Knowledge of applicable state and local codes, IFC and NFPA standards, and fire/life safety requirements.

• Previous experience as a Construction Inspector, QA/QC Inspector, QA/QC Manager, or similar field-based construction professional.

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related discipline preferred, but not required.

• Strong knowledge of construction practices, materials, installation methods, quality standards, and OSHA safety requirements.

• Experience inspecting architectural, structural, MEP, fire/life safety, and other construction disciplines.

• Ability to interpret and apply construction drawings, specifications, and contract documents in the field.

• Strong Owner’s Representative and on-site construction management experience, including inspections, RFIs, submittals, schedules, change orders, pay applications, quality control, and contract administration.

• Ability to identify discrepancies, construction deficiencies, project risks, and potential safety concerns and coordinate appropriate resolution.

• Strong communication and coordination skills with owners, government representatives, contractors, A/E teams, consultants, and other project stakeholders.

• Ability to work occasional off-hours and weekends based on construction schedules and project requirements.

• Experience managing construction within occupied, operational, or secure facilities; federal, GSA, or other government facility experience highly desirable.

• Roofing and occupied federal facility project experience is a plus.

• Experience with federal construction processes and documentation, including IGEs, SOWs, acquisition support, commissioning, and project closeout preferred.

Responsibilities & Duties

• Serve as the on-site Construction Project Manager and Owner’s Representative, providing daily oversight of construction activities and contractor performance.

• Inspect architectural, structural, mechanical, electrical, plumbing, and life-safety work for compliance with contract documents, approved submittals, applicable codes, quality standards, and project requirements.

• Manage RFIs, submittals, schedules, change orders, pay applications, testing, inspections, project logs, and construction documentation.

• Review contractor schedules, progress, change proposals, and payment applications for accuracy and consistency with observed field conditions.

• Lead project meetings, prepare meeting minutes, track action items, and coordinate with owners, government representatives, contractors, A/E teams, commissioning agents, and consultants.

• Monitor contractor quality control, safety, security, and environmental compliance, including applicable OSHA requirements.

• Identify, document, and track deficiencies and non-conforming work through corrective action and resolution.

• Evaluate workmanship, materials, installation methods, and construction progress to verify compliance with drawings, specifications, and approved project requirements.

• Prepare daily field reports, inspection records, non-conformance notices, photographic documentation, risk assessments, technical briefings, IGEs, SOWs, and other required project deliverables.

• Proactively identify and communicate schedule, cost, quality, safety, and field-related risks.

• Support contract administration and serve as a liaison between government representatives, contractors, design professionals, and other project stakeholders.

• Support project closeout, including punch-list inspections, corrective work verification, testing, commissioning observations, warranties, as-built documentation, final inspections, and turnover.

• Provide occasional night or weekend inspection coverage as required by construction activities and project schedules.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.

• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

• Accessing mechanical, electrical, utility, process, and other construction areas as required.

• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

• Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

• Occasionally lifting and carrying up to 25 pounds.
