Job summary

Sphere 3 Environmental is seeking an experienced Project Manager – Regulatory & Environmental Compliance to lead complex compliance programs for clients in the oil and gas sector. You will manage scope, schedule, and budget while ensuring adherence to federal, state, and local regulations.

The role requires a strong environmental background, proven project management and client-facing skills, and the ability to coordinate engineers, scientists, and GIS specialists to deliver results on time and

Qualifications

  • Bachelor's degree in Environmental Science, Environmental Engineering, or Geology.
  • 5+ years of experience in environmental compliance or regulatory affairs.
  • Oil & gas industry experience preferred.
  • Strong written and verbal communication skills.
  • Knowledge of EPA, TCEQ, RRC, NMED, NMOCD and related regulations.

Responsibilities

  • Manage multiple environmental compliance projects, including permitting, audits, and reporting.
  • Serve as primary client contact and manage expectations.
  • Ensure regulatory compliance with applicable federal/state programs.
  • Oversee permit applications, compliance reports, and regulatory correspondence.
  • Coordinate internal staff and subcontractors to meet deliverables.
  • Manage budgets, invoicing, and contract changes.
  • Conduct site visits, audits, and inspections.
  • Identify and mitigate regulatory and schedule risks.
  • Support business development including proposals.
  • Maintain project documentation and ensure quality control.

Sphere 3 Environmental is seeking an experienced Project Manager – Regulatory & Environmental Compliance to lead compliance-focused projects for a diverse client base with a focus in oil and gas industry. This role is responsible for managing project scope, schedule, and budget while ensuring all work meets applicable federal, state, and local environmental regulations. The ideal candidate combines strong technical environmental knowledge with proven project management and client-facing skills.

  • Manage multiple environmental compliance projects simultaneously, including permitting, audits, and regulatory reporting
  • Serve as primary client point of contact; maintain strong client relationships and manage expectations
  • Ensure compliance with applicable regulations (e.g., EPA, TCEQ, RRC, NMED, NMOCD, CWA, CAA, and other federal/state programs as relevant to project scope)
  • Oversee preparation and submission of permit applications, compliance reports, and regulatory correspondence
  • Coordinate internal technical staff (engineers, scientists, GIS specialists) and subcontractors to meet project deliverables
  • Manage project budgets, invoicing, and financial performance; track scope changes and manage contract modifications
  • Conduct or oversee site visits, compliance audits, and inspections as needed
  • Identify and mitigate project risks, including regulatory and schedule risks
  • Support business development efforts, including proposal preparation and client pursuit
  • Maintain accurate project documentation and ensure quality control on deliverables
  • Bachelor's degree in Environmental Science, Environmental Engineering, Geology, or related field
  • Minimum 5+ years of experience in environmental compliance, regulatory affairs, or environmental project management
  • Working knowledge of federal and state environmental regulations (EPA, TCEQ, RRC, NMED, NMOCD, etc.)
  • Demonstrated experience managing project budgets, schedules, and client relationships
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office; familiarity with project management and GIS software a plus
  • Valid driver's license and ability to travel to project sites as needed
  • Professional certification (e.g., PMP, CHMM, PG or PE) preferred but not required
  • Experience with federal programs, mining compliance, or litigation support a plus-
  • Prior consulting experience serving industrial, oil and gas, municipal, or government clients
