Job summary

Qualifications

• Professional Engineer (PE) certification and PMP are preferred.

This opportunity involves managing assigned project(s) throughout their full lifecycle, developing scope and technical sections of proposals, participating in contract negotiations, and overseeing delivery to meet HNTB’s 4‑for‑4 performance (quality, on time, on budget, and client satisfaction). The role proactively manages budget, schedule, technical requirements, contractual obligations, and client communications to support project objectives.

As part of a national rail team with a large local staff in Philadelphia, you will work on local and national projects to transform rail infrastructure. Supported projects include interlocking renewals, bridge replacements, new track construction, and station designs for Amtrak, SEPTA, PATCO, PATH, Pittsburgh Regional Transit, PennDOT, and other national rail clients across the United States.

Responsibilities

• Develop the project scope and fee quotation; assist in preparing technical proposals and contracts in accordance with HNTB’s Sophisticated Contracting Approach (SCA).
• Serve as the primary client liaison and manage the project team to deliver scope, schedule, and budgets on time and to client satisfaction; assist with client project scoping and contract negotiations.
• Perform technical discipline tasks—including analysis, reports, design, specification, and production for assigned projects.
• Implement the firm’s project delivery plan using HNTB’s Sophisticated Delivery Approach (SDA); lead the development and execution of the project management plan; supervise and mentor the team.
• Coordinate with managers on project staffing, including recruitment, development, retention, and succession planning; support performance and compensation reviews.
• Partner with Client Service Leaders and pursuit champions to aid business development, build client relationships, and pursue strategic and mini‑mega projects per HNTB’s Sophisticated Sales Approach (SSA). Prepare proposals and presentations for strategic projects.
• May be responsible for recruiting, hiring, developing, and retaining staff, including performance and compensation reviews and succession planning.
• Perform other duties as assigned.

What You’ll Need

• Bachelor’s degree in Engineering and 8 years of relevant experience.
• 2 years of task management or Deputy PM experience.

What You’ll Bring

• Experience winning, contracting, and delivering 4‑for‑4 on smaller projects.
• Ability to identify and manage risk and change management issues.
• Leadership of a small project team or task order with minimal subconsultants.
• Proficiency in system tools for managing and delivering smaller projects or task orders.
• Experience interfacing with client‑level peers on smaller projects.
• Technical guidance to team and task leads and participation in technical work.
• Knowledgeable in MicroStation, InRail, OpenRail, OpenRoads, and/or AutoCAD.

Preferred Qualifications

• 10 years of relevant experience.
• Professional Engineer (PE) certification.
• Project Management Professional (PMP).
