Job summary

Halff is seeking a Project Manager for Public Infrastructure in Lubbock, TX. The ideal candidate holds a Texas PE license and has 5+ years in public infrastructure or land development, with a strong background in stormwater analysis.

Responsibilities

• Manage planning, design and construction of local infrastructure projects including municipal roadways, trails, drainage studies, and utilities.
• Oversee QA/QC to meet Halff standards and industry codes.
• Lead projects from planning through delivery including scope, schedule, budget, and resources.
• Provide technical guidance to engineers and CAD staff while mentoring team members.
• Maintain strong client relationships and ensure client satisfaction through the project lifecycle.

Project Manager, Public Infrastructure, Lubbock, TX
Halff has an opening for a Civil Engineer, with their Texas PE License, to be a Project Manager on our growing Public Infrastructure team based out of our Lubbock, TX office. The ideal candidate would bring at least 5 years of experience in Public Infrastructure or Land Development with a solid background in stormwater analysis. This position requires strong design and project management experience and knowledge of working with public entities. This role will have a large amount of autonomy in managing engineers-in-training and CAD designers. What You Will Do

• Responsible for managing and overseeing the planning, design and construction of local infrastructure projects including municipal roadways, trails, storm drains, drainage studies, master drainage plans and utilities.
• Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
• Manage infrastructure projects from planning through delivery, including scope development, budgeting, scheduling, resource allocation, stakeholder coordination, and overall project performance.
• Apply technical expertise appropriately by understanding project specific standards, criteria, deliverables and best practices.
• Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
• Conduct and manage design and plan production.
• Manage client relationships while supervising, mentoring, and providing technical guidance to engineers, EIT’s, and technical staff.
  

What You Will Need

• Bachelor's Degree or Master's Degree in Civil Engineering or ABET accredited equivalent Engineering degree
• Professional Engineer (PE) License in Texas or transferable within 2 months
• At least 5 years of experience in public infrastructure, municipal roadway, drainage, and pedestrian facility design projects
• Strong design and project management experience and knowledge of working with local entities.
• Strong experience working with AutoCAD Civil 3D
• Strong technical H&H knowledge
• Experience with HEC-HMS, HEC-RAS, and GIS preferred
• 2-D H&H modeling experience preferred
• Strong technical writing and communication skills
• Experience in project scope development, professional services fee development and staffing projects is a plus
• Ability to work in a team environment with multiple offices and various disciplines
• A positive attitude, be self-directed yet a team player, and have a focus on quality, integrity and success
