Edgewater Technical Associates is seeking a Project Manager (NRC Licensing) in Oak Ridge, TN, to lead a large-scale nuclear construction program, ensuring scope, cost, schedule, quality, safety, and regulatory alignment.

The successful candidate will integrate NRC licensing requirements across engineering, procurement, construction, testing, and commissioning, while coordinating with Licensing, Quality, and Operations to meet licensing commitments and regulatory expectations.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, or related technical discipline.
  • 10+ years of experience in engineering, construction, project management, or major capital project execution.
  • Demonstrated leadership on major nuclear construction or modification projects (PM/Deputy PM/Director).
  • Extensive commercial nuclear experience in an NRC-regulated environment.
  • Deep knowledge of NRC licensing processes and requirements for engineering, construction, testing, commissioning, and facility operation.
  • Experience integrating NRC licensing requirements into project execution and liaising with licensing/regulatory bodies.
  • Strong understanding of licensing-basis management, configuration management, and design/change control.
  • Experience coordinating licensing considerations with design/construction changes and project decisions.
  • Strong nuclear QA knowledge and experience in a rigorous QA program.
  • Experience coordinating multidisciplinary teams (engineering, procurement, construction, quality, licensing, controls).
  • Strong knowledge of project controls (cost, scheduling, forecasting, change, risk, performance).

Responsibilities

  • Lead planning and execution of a large-scale nuclear construction project with accountability for scope, cost, schedule, safety, quality, and regulatory compliance.
  • Integrate NRC licensing requirements into engineering, procurement, construction, testing, and commissioning activities.
  • Coordinate with Licensing, Engineering, Quality, Construction, and Operations to ensure compliance with NRC regulations and licensing commitments.
  • Oversee project controls including budgeting, scheduling, forecasting, change management, risk management, and performance reporting.
  • Evaluate changes and technical issues for licensing, regulatory, cost, and schedule impacts.
  • Support NRC regulatory interactions, inspections, licensing submittals, and issue resolution as required.
  • Ensure effective configuration management, design control, documentation, and turnover throughout the lifecycle.
  • Drive risks and issues to resolution while aligning with objectives and regulatory milestones.
  • Provide clear project performance, risk, and regulatory status reporting to executives and stakeholders.
  • Promote a strong nuclear safety culture and rigorous compliance with procedures and regulatory requirements.

Edgewater Technical Associates is seeking qualified candidates for a Project Manager (NRC Licensing) opportunity in Oak Ridge, TN.

Position Overview:

We are seeking an experienced Project Manager to lead the planning, execution, and delivery of a large-scale commercial nuclear construction project. This position will have overall responsibility for project scope, cost, schedule, quality, safety, regulatory compliance, and stakeholder coordination throughout the project lifecycle.

The successful candidate must possess a deep understanding of NRC licensing requirements and demonstrated experience supporting or executing projects within an NRC-regulated commercial nuclear environment. This individual will serve as a key interface between project management, engineering, construction, licensing, quality, operations, contractors, and executive leadership to ensure project activities remain aligned with the facility's licensing basis and applicable NRC requirements.

Key Responsibilities:

  • Lead the planning and execution of a large-scale commercial nuclear construction project, with accountability for scope, cost, schedule, safety, quality, and regulatory compliance.
  • Integrate NRC licensing requirements, commitments, and licensing-basis considerations into engineering, procurement, construction, testing, and commissioning activities.
  • Partner with Licensing, Engineering, Quality, Construction, and Operations to ensure project activities comply with applicable NRC regulations, licensing requirements, and nuclear quality standards.
  • Oversee project controls, including budgeting, scheduling, forecasting, change management, risk management, and performance reporting.
  • Evaluate project changes, technical issues, and construction challenges for potential licensing, regulatory, cost, and schedule impacts.
  • Support NRC regulatory interactions, inspections, audits, licensing submittals, and resolution of regulatory issues as required.
  • Ensure effective configuration management, design control, documentation, and turnover throughout the project lifecycle.
  • Drive project risks and issues to resolution while maintaining alignment with project objectives and regulatory milestones.
  • Provide clear project performance, risk, and regulatory status reporting to executive leadership and key stakeholders.
  • Promote a strong nuclear safety culture and rigorous compliance with project procedures and regulatory requirements.

Requirements:

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related technical discipline.
  • 10+ years of progressively responsible experience in engineering, construction, project management, or major capital project execution.
  • Demonstrated Project Manager, Deputy Project Manager, Project Director, or equivalent leadership experience on major nuclear construction or modification projects.
  • Extensive commercial nuclear experience within an NRC-regulated environment.
  • Deep working knowledge of NRC licensing processes and requirements as they relate to engineering, construction, testing, commissioning, and facility operation.
  • Demonstrated experience integrating NRC licensing requirements into project execution and working directly with licensing/regulatory organizations.
  • Strong understanding of nuclear licensing-basis management, configuration management, design control, change control, regulatory commitments, and documentation requirements.
  • Experience coordinating licensing considerations associated with design changes, construction changes, technical issues, and project decision-making.
  • Strong knowledge of nuclear quality assurance requirements and experience working within a rigorous nuclear QA program.
  • Demonstrated experience managing multidisciplinary engineering, procurement, construction, quality, licensing, and project controls organizations.
  • Strong knowledge of project controls, including cost management, scheduling, forecasting, change management, risk management, and performance measurement.
  • Demonstrated ability to manage complex contractor and subcontractor relationships.
  • Strong leadership, communication, negotiation, and executive-level stakeholder management skills.
