Job summary

@Orchard LLC is seeking an experienced Project Manager to support a highly visible NOAA program. This role focuses on coordinating partnerships among NOAA labs, universities, and cooperative institutes, and guiding program planning and funding-related activities.

The candidate will manage project plans, assist with BAAs/NOFOs, and track timelines, deliverables, and budgets while serving as the main point of contact for reporting and communications across partner organizations.

Qualifications

  • Advanced degree preferred in oceanography, marine science, ocean engineering or related field.
  • Minimum 10 years of experience in ocean science, technology development, or marine research program management.
  • Experience coordinating multi-institutional research partnerships.
  • Knowledge of federal research funding programs and proposal processes.
  • Strong technical communication and stakeholder coordination skills.
  • Experience working with NOAA or similar federal science programs preferred.

Responsibilities

  • Serve as technical subject matter expert in marine science and technology.
  • Coordinate partnerships with NOAA laboratories, universities, and cooperative institutes.

  • Assist with preparation and submission of BAAs and NOFOs.
  • Support documents and administrative actions concerning IAAs, MOUs, spend plan formulation, budget tracking, funds distribution, grants, and task orders; act as POC for project reporting.
  • Track project status, deliverables, and funding allocations.
  • Coordinate communications among partner institutions.
  • Monitor progress of funded projects and ensure reporting requirements are met.
  • Support strategic planning for future research initiatives.

@Orchard LLC is seeking an experienced Project Manager to support a highly visible NOAA program. This position is contingent upon contract award.

The Project Manager provides subject matter expertise in ocean technology and the marine environment while coordinating collaborative projects involving NOAA laboratories, universities, and cooperative institutes. This position supports programmatic planning, partnership development, and coordination of funding opportunities related to research initiatives.

Key Responsibilities:

  • Serve as a technical subject matter expert in marine science and technology.
  • Coordinate partnerships with NOAA laboratories, universities, and cooperative institutes.
  • Support development and coordination of project plans and collaborative initiatives.
  • Assist with the preparation and submission of Broad Agency Announcements (BAAs) and Notices of Funding Opportunities (NOFOs).
  • Support various documents and administrative actions concerning IAAs, MOUs, spend plan formulation, budget tracking, funds distribution, grants, Cooperative Institute task orders for approved projects, and serve as the point of contact (POC) for project reporting.
  • Track project status, deliverables, and funding allocations.
  • Coordinate communications among partner institutions.
  • Monitor the progress of funded projects and ensure documentation and reporting requirements are met.
  • Support strategic planning for future research initiatives.

Requirements

  • An advanced degree in oceanography, marine science, ocean engineering, or a related field is preferred.
  • Minimum 10 years of experience in ocean science, technology development, or marine research program management.
  • Demonstrated experience coordinating multi-institutional research partnerships.
  • Knowledge of federal research funding programs and proposal processes.
  • Strong technical communication and stakeholder coordination skills.
  • Experience working with NOAA or similar federal science programs preferred.
