Job summary

HRG is seeking a Civil/Municipal/Water Resource Project Manager in York, PA. The role oversees civil, municipal, and water resources projects from initiation to completion, ensuring on-time delivery, budget control, and quality.

You will QA/QC designs and reports, administer construction contracts, and manage project finances while representing municipal clients. Ideal candidates hold a BS in Civil Engineering, PA PE license, and at least 5 years in related work with strong communication and

Qualifications

• Bachelor of Science degree in Civil Engineering.
• Pennsylvania Professional Engineering license.
• Minimum 5 years’ experience in civil, municipal and water resources engineering including municipal representation, stormwater management, roads, utilities, construction administration, ordinance and plan review, environmental permits (PADEP, USACE, FEMA), PENNDOT permits, grant applications, project presentations, and specification writing.
• Proficiency with Microsoft Office Suite and virtual meeting tools; ability to use project management systems.
• Travel to job sites, meetings, and other offices as necessary, including overnight stays.
• Valid US Driver’s License and legal authorization to work in the U.S.

Civil/Municipal/Water Resource Project Manager

• Project Management:
  • Oversee and manage civil, municipal, and water resources projects related to public infrastructure (roadways, stormwater systems, SWM & ESC BMPs, etc.) from initiation to completion
  • Ensure successful project delivery by managing timelines, budgets, and quality
• Design and Reporting:Oversight and QAQC of detailed project designs and comprehensive reports tailored to client needs
• Construction Contract Administration:Develop and administer construction contracts to ensure compliance and project success
• Financial Oversight:Manage financial resources, monitor budgets, and maintain project profitability
• Client Representation:Act as a trusted representative for municipal clients, building and maintaining strong client relationships

Requirements:

• Bachelor of Science degree in Civil Engineering
